Position Summary

This position leads the corporation's park and open space policy and planning processes, leads community engagement initiatives, conducts service level reviews, develops funding and operating partnerships, and manages assigned capital programs and projects.

This position is responsible for preparing information at a strategic level for senior management and Council. It is also responsible for negotiations with community-based organizations, corporate partners and the private sector.

This position reports to the Manager, Planning & Partnerships and leads a team comprised of landscape architects and project management/community engagement staff.

Duties & Responsibilities

Participates in branch planning initiatives to ensure resources are invested in a manner aligned with corporate, division and department priorities.

Leads the development, implementation and review of the corporation's Recreation Facility Plan in alignment with corporate and division priorities and plans

Leads the development of policy and service level reviews related to the municipality's role in the provision of fitness and aquatics facilities, arenas, outdoor rinks, arts and culture spaces, sports fields, tennis courts, parks, playgrounds and community/neighbourhood centres.

Conducts leading practice research and community engagement initiatives as part of the policy development.
Facilitates planning processes with citizens, community partners, non-profit organizations, the private sector and other City departments to ensure that parks and facilities are developed, enhanced, and upgraded to satisfy community needs and priorities within the context of sound planning and design principles
Leads the identification of open space projects from a recreation perspective. Provides direction for the planning and construction of landscape initiatives such as playgrounds and park redevelopment.
Collaborates with other departments to update and implement landscape design guidelines and standards related to open space requirements.
Coordinates the development, management and implementation of the Department's five-year capital plan.
Represents the Department on various corporate and division initiatives related to neighbourhood plans, long term financing, and transportation.

Coordinates staff input into concept plans, site plans and subdivision plans and land use or environmental issues from a sport, culture, recreation and parks perspective.

Proactively identifies facility development partners; analyzes the feasibility of such partnerships, prepares business cases, and leads the corporation's role in implementation.

Coordinates and negotiates the development of partnership and service agreements and leases.

Manages capital projects related to open space development using sound project management principles and techniques to complete projects on time, within budget.

Leads the procurement of consulting services and manages consulting contracts for assigned projects.

Manages all human resources related activities including recruitment and selection and performance management for direct report(s) who are responsible for managing projects, processes, programs and agreements; provides leadership, coaching, mentoring and development and ensures a positive, healthy, respectful, participative work environment consistent with the Corporate Contemporary Workplace Strategy.

Responds to public enquiries and complaints in a manner that is consistent with corporate customer service standards and departmental policies.

Extensive experience facilitating discussions among individuals and groups with diverse interests or agendas, with an ability to generate a path forward
