We are recruiting for a full-time
People and Culture Business Partner to provide a broad range of People and Culture work including but not limited to assisting with aligning People and Culture practices to achieve Empower Simcoe's strategic directions; aid in the coordination of activities to implement the Agency's change management plan; and create and maintain detailed workplans to achieve objectives.

This position will also serve as an in-house resource for the People and Culture Director and Manager. This is a contract position for six (6) months, with the possibility of extension.


Compensation package:


  • Hours of work are Monday to Friday, 7.5 hours/day for a total of 37.5 hours per week;
  • Minimum starting rate of pay is $33.33 per hour;
  • Flexible working arrangements with the possibility of working remotely up to 40% of the time;
  • 11 paid statutory holidays;

Minimum requirements of this position include:

  • Post-secondary diploma in an acceptable discipline related to human resources management and/or business administration and experience as deemed acceptable by Empower Simcoe;
  • Three (3) year's fulltime recent administrative experience in People and Culture/Human Resources in a unionized and nonunionized environment, preferably in the social services field;
  • Demonstrated high motivation, excellent communication and customer service skills, with the ability to work independently, while maintaining confidentiality of privileged information;
  • Highly organized and detail oriented, with proven planning and problemsolving skills;
  • Advanced computer skills, including above average skills in Excel;
  • Knowledge of the Employment Standards Act as it pertains to Payroll and People and Culture, and the ability to interpret Collective Agreements and Standards of Practice;

Special factors:


  • Be prepared to work flexible hours, as required;
  • Ability to deal with conflict using tact, patience, and courtesy;
  • A valid G class driver's license and own reliable transportation is required;

Duties and responsibilities (including, but not limited to):

  • Maintain and update a robust organizational change management plan to assist with managing Empower Simcoe organizational change initiatives;
  • Aid in the coordination of activities to implement change management projects and ensure project timelines are kept on track;
  • Work with People and Culture Director to consult with leadership, team members and key stakeholders to ensure scope is clearly defined, change is managed, communication gaps are minimized, and risks and issues are mitigated;
  • In collaboration with People and Culture Director and Manager, oversee the workplan of People and Culture related strategic objectives within Empower Simcoe;
  • Assist with creating Agencywide communication regarding organizational change plan and People and Culture strategic objectives;
  • Analyze data trends and gaps, offering ad hoc reports to support department initiatives, objectives and strategies;
  • Develop and provide a range of management reports/metrics and survey creation;
  • Provide support to People and Culture department and special projects as required;
