Opportunity
Total Systems is seeking a
Project Manager to
work remote (mix of virtual and some in person meetings required) for the British Columbia - Ministry of Children and Family Development (MCF)


The Ministry of Children and Family Development's primary focus is to support all children and youth in British Columbia to live in safe, healthy, and nurturing families and be strongly connected to their communities and culture.

The Ministry supports the well-being of children, youth, and families in British Columbia by providing services that are accessible, inclusive, and culturally respectful.

Over the next few years, the Ministry is embarking on transformation initiatives across some key service lines. An important enabler to supporting those transformations along with existing services is the approach to procurement and contract management.


The Procurement Branch has a strategic initiative underway to develop and implement a revised approach to procurement and contract management for the ministry.

This work includes a new digital system for contract management


Scope


Within the first month of the contract, the Project Lead will complete a review of the project status and, working with the Executive Director of Procurement, ministry leadership, sector stakeholders and Procurement Strategy project team, to re-calibrate the deliverables to ensure they are meeting Ministry requirements.

This will include a documented gap/ risk assessment and a twelve-month plan to implement the various components into core ministry operations.


A strong focus for the Project Lead position is fostering good relationships and trust with ministry and sector stakeholders to ensure a collaborative approach.


Service Requirements

Phase 1 (First month of contract)

  • Build relationships and document feedback on project from key stakeholders (as identified by the ED, Procurement Branch)
  • Complete and document the assessment of current state, gaps, risk identification and mitigation planning
  • Recommend adjustments to scope and timelines to meet a 12month implementation window
  • Revise the project plan and timelines.

Phase 2

  • Lead the Procurement Strategy project to implement the revised project plan, including establishing project scope, defining deliverables, and developing project charters to support the project sponsor and Executive.
  • Preparing and presenting various project materials to the ministry executive leadership, sector stakeholders and others, in collaboration with the Executive Director, Procurement.
  • Developing, facilitating, and leading project engagement and consultation and change management, in collaboration with the Executive Director, Procurement.
  • Engage with ministry portfolio management office as partners to PS project
  • Communicate PS project status, issues, and decisions to project partners
  • Advocate for the benefits of the PS project to empower executives with decisionmaking information
  • Align roadmaps and uncover interdependencies between portfolio project partners
  • Inform PS project team of portfolio priorities and help reprioritize PS workstreams based on portfolio decisions
  • Supervising project coordinators and project team staff including assignment of work.
  • Manages the financial resources for the projects, including budget tracking and reporting in consultation with the Division's Finance Team.

Contract term

  • Fulltime 13.5 Months: February 13, 2023 to March 31, 2024 with options to extend for 2 additional year.

Service Location

  • Stakeholders are province wide with base project team located in Victoria, mix of virtual and some in person meetings required. Some travel outside Victoria may be required.

Questions
