Manager Procurement


The
Manager, Procurement maintains organization-wide purchasing & third-party arrangement strategies & policies and has oversight of centralized sourcing of key products and services.

The role provides oversight and support to all Lines of Business, to ensure alignment with regulatory compliance frameworks including Third Party Risk Management, the Canadian Competition Act, and Living Wage certification.

The role also delivers reporting to Board Committee Executives, External Auditors, Regulators, & Vancity's annual report.

A typical day involves

  • Leads the organizationwide strategies and polices related to procurement and thirdparty arrangements, particularly to ensure compliance with regulatory requirements and best practices.
  • Provides centralized procurement support for key products, equipment, and services and/or enables efficient centralized ordering through preselected vendors (e.g. supplies for branches, office supplies, and other nonIT equipment)
  • Aligns procurement practices with the ITS Vendor Management work to ensure an appropriate risk management approach to third party arrangements is upheld.
  • Establishes organizationwide policies, procedures and education to staff related to procurement practices, including third party risk management requirements.
  • Provides support to Lines of Business engaging in Third-Party arrangements by providing templates, guidance, and guiding the process.
  • Monitor the regulatory environment and interpret and implement required changes, to maintain internal compliance as well as provide strategic advice on proposed upcoming changes in the regulatory environment and its effect on existing related policies.
  • Establish and maintain relationships with VCIB and VCU stakeholders to promote effective monitoring, measurement, and management of Third-Party arrangements Relationships.
  • Develop, implement, and maintain tools and practices within Vancity's Risk Appetite Framework to enable effective management of operational risk in alignment with BCFSA and OSFI regulatory expectations.
  • Oversight of the timely production of accurate regulatory and external reporting, including monthly, quarterly/ annual reports (OSFI, BCFSA, Living Wage, EPBR, LEED, etc) as well as Senior Leadership and Board compliance reports.

You have

  • 10+ years working in a regulated procurement environment in leadership capacity.
  • A Bachelor's degree in Business, with a focus on education on Supply Chain Management.

Salary Range:
$91,000 - $136,400
