Job Summary:

Human Resources Generalist must perform a range of duties supporting the CAO, ACAO, and departmental managers.

The duties consist of recruitment and selection, safety, training, labour relations, diversity, education, and other human resource-related programs; such as the development of policies, and assisting in the development and review of personnel budgets.

The Human Resource

Generalist will provide resolutions and consulting in the above areas to ensure success and efficiency in the overall municipal operations.


Duties and Responsibilities:


  • Performs and coordinates policy reviews and analysis, not limited to but including the overall management of human resource projects in conjunction with departmental managers.
  • Advise managers and employees on the interpretation of personnel policies, collective agreements, and compensation and benefits programs.
  • Ensures compliance with all legislative requirements (Federal and Provincial).
  • Ensures compliance with all Labour Laws and Health and Safety regulations.
  • Participate in recruitment and selection, collective agreement negotiation, job classification, performance evaluation, and employee relations according to policies and procedures.
  • Research and prepare classifications, job descriptions, salary scales, and competency measures.
  • Research new developments within the Human Resource field and implement changes where needed.
  • Anticipate and identify emerging issues, trends, and problems that affect the policies and programs of the municipality.
  • Identify and address issues that affect the overall health of the organization; morale, effectiveness, turnover, absenteeism, and productivity.
  • Attend all necessary meetings.
  • Maintain a positive working relationship with union officials and oversee the adherence to wages, working hours, and other regulations.
  • Ensure the security of employee records and the appropriate retention periods for various documents.
  • Remain current with best practices, legislative changes, and industry standards.
  • Develop and analyze measurable reports providing fiscal justification for personnel activities regarding benefit costs, staffing levels/deployment, turnover, absenteeism, recruitment, applicant tracking, compensation, and employee productivity.
  • Sustain and develop knowledge and understanding of existing and proposed laws and regulations affecting human resources management.
  • Perform continuous evaluation, development, and execution of policies, programs, and processes.
  • Investigate and provide resolutions for employee relations problems.
  • Assist with other duties as assigned.

Knowledge, Skills, and Abilities:


  • Demonstrated experience in all areas of Human Resources Management.
  • Demonstrated knowledge of various Provincial & Federal acts and legislation such as Workplace
Health & Safety Act, Human Rights Code, Employment Standards Act, Labour Relations Act, andFreedom of Information and Personal Privacy Act

  • Data analysis and basic research skills required.
  • Demonstrated ability to provide beneficial recommendations to solve HRrelated issues related to regulations, laws, and policies.
  • Ability to develop and implement strategies.
  • Strong written and oral communication and interpersonal skills.
  • Excellent typing skills, including proper spelling and grammar.
  • Presentation skills required.
  • Ability to work through difficult situations with tact and diplomacy.
  • Ability to work efficiently as a part of a team as well as independently.
  • Ability to use general office equipment.
  • Excellent time and project management skills.
  • Attention to detail in all areas of work.
  • Strong problem identification and problem resolution skills.
  • Ability to interpret and implement municipal policies and procedures
  • Motivated individual with proven initiative.

Credentials and Experience:


  • Completion of postsecondary education in an HR related field.
  • Moderate experience in a comparable Human Resource role required.
  • Work experience or education in employment law or other area of regulations.
  • Work experience in recruitment.
  • Experience in a municipal organization is preferred.
