The City of New Westminster's Information Technology Division is seeking an experienced project management professional that will be leading the development and implementation of large-scale enterprise technology solutions that align the City Council's strategic priorities.

This position will be responsible for serving as the project lead to develop the charter that defines the scope and objective of assigned projects; prepares and directs implementation plans; tracks timelines, resources, and budgets; identifies risks and mitigation strategies; and communicates with senior management on project progress and updates.

This position will require considerable independence of judgement and action is exercised in all technical aspects of the work while policy matters are discussed with a superior who reviews work performance in terms of
achievement of overall objectives and effectiveness of service rendered.

  • You have a Bachelor's degree from a reputable postsecondary institution in Computer Sciences plus considerable related experience in business system analysis, project management and planning plus sound supervisory experience, or an equivalent combination of training and experience.
  • Ability to serve as project lead on large and complex information technology implementation projects; analyze business processes and identify opportunities for process improvements and efficiencies.
  • Ability to develop project charter that establishes the goals and objectives of the project; conduct feasibility studies before presentation to council, ensure the project stays within timelines, budget and resources.
  • Ability to consult with IT management team to develop staffing plans, ensure project budgets are funded.
  • Ability to identify and monitor potential risks to the project, develop a risk registrar/management plan, communicate with stakeholders about potential risks and impact to the project.
  • Thorough knowledge of business and business systems planning principles, methods and standards.
  • Knowledge of problem definition and analysis related to business processes, systems planning, project management principles, methodologies, and standards.
  • Knowledge of municipal strategies, functions and programs, and relevant policies and procedures.
  • Ability to document, analyze and assess a variety of information, identify priorities and resources and propose alternative business processes.
  • Ability to establish and maintain effective working relationships with a variety of contacts and to provide advice and assistance on matters related to the work.
  • Ability to communicate effectively orally and in writing and to facilitate presentations in technical and nontechnical language.
  • Ability to set priorities and perform assigned duties under minimum supervision.
