Strategic Services and Governance Division


The Strategic Services and Governance Division is responsible for providing policy development and corporate planning services for the department and coordinating intergovernmental strategy and providing support for international education.


Corporate Planning Branch


The Corporate Planning Branch is responsible for overall ministry planning and reporting, including ministry business plans and annual reports, department operational planning, risk management, performance measurement and reporting.


Role:


Research Officer
Within the context of the Corporate Planning Branch's purpose and core functions in support of government's strategic plan, the ministry's business plan and annual report, as Research Officer:

  • You will be responsible for undertaking research and analysis in support of departmental performance measurement and reporting, survey research, strategic planning and policy development.
  • You will prepare custom and individual reports from the analysis of survey data for the department, division, and branch to support business planning, performance measurement, and system evaluation. Prepare key results from the survey reports and provide recommendations on issues related to surveys and research.
  • You will also assist in defining research problems, outlining project approaches and methodologies, collecting, analyzing, summarizing information, and identifying implications.
  • In this role, you will also provide evaluation and performance measurement support for planning and reporting activities as well as other projects and programs within the department.

Qualifications:


A university graduation in Social Sciences, Economics, Science and Business or in a related field with two years of progressively responsible related experience (survey research, data analysis and reporting, environmental scanning and trend analysis, and project management).

Related experience or education may be considered as an equivalency on a one for one basis.


Required knowledge and skills:


  • Extensive and demonstrated experience in statistical analysis, report writing and the communication and presentation of data/results analysis (of at least 2 years). Experience with statistical methods on collecting, cleaning, processing, visualizing and analyzing data, including experience and expertise with SPSS (or equivalent software).
  • Sound knowledge and experience in survey research methodology, developing requests for proposals, evaluating proposals, questionnaire design, survey implementation, and reporting and interpreting survey results.
  • Strong and demonstrated analytical capabilities in qualitative and quantitative research methodologies.
  • Sound and demonstrated ability to communicate verbally and in writing, using appropriate means to convey information.
  • Knowledge of performance measurement and evaluation principles, theories, concepts and best practices.

The following are considered assets to the position:

  • Project management certification or demonstrated knowledge of project management practices and principles.
  • An understanding of government processes and practices.
  • Understanding the implications related to the Fiscal Planning and Transparency Act and other relevant legislation, regulations, policies, and directives on ministry planning and reporting requirements.
  • Effective interpersonal skills for interacting and communicating with others to perform a wide variety of duties.
