Summary of Duties

Reporting to the Financial Business Administrator, the Manager, Accounting and Reporting is responsible for the effective and efficient delivery of all financial reporting, accounting, and analysis within the Accounting and Reporting unit.

Additionally, the Manager, Accounting and Reporting manages a team of employees and oversees related operations.


Work Performed

  • Provide leadership in the coordination and delivery of accounting and reporting operations that contribute to the implementation of strategic initiatives within the Accounting and Reporting Unit of the Financial Planning & Business Support Division, to meet the Council's Strategic Plan.
  • Responsible for managing employees including hiring, administration, and performance aspects of reporting employees. Respond to sensitive and confidential human resource issues as required.
  • Provide leadership in the execution and delivery of services and programs in the following areas of accountability:
  • Administer the program budgeting system and policies and is responsible for the development and implementation of departmental program budgets as assigned.
  • Ensure that proper program monitoring and reporting takes place within approved Federal, Provincial, City and Departmental policies and budgets.
  • Liaise with various Federal, Provincial, and local authorities with regards to guidelines, subsidies, and other regulations as they relate to local service delivery or approved Service Contracts.
  • Responsible for the development of Purchase of Service agreements between the City of London and local organizations in line with the direction of the various Services Areas being supported.
  • Conduct related research and recommend systems, procedures, and methodologies to maximize the use of resources.
  • Provide updates, information and recommendations to the Financial Business Administrator on priorities with responsibility to operationalize identified goals and strategies.
  • Participate in Project Management activities when required.
  • Encourage and support employee participation and commitment to divisional and organizational objectives. Actively mentor, provide development opportunities and build team performance with direct reports.
  • Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.
  • Identify, recommend, adapt and implement innovative and effective work practices and procedures to improve service delivery and the business responsibilities of the team.
  • Recommend and develop processes and tools needed to increase efficiencies and improve the effectiveness of services provided by the Unit.
  • Implement strategies to track performance measures for Unit deliverables, using appropriate data collection and analytics.
  • Demonstrate commitment to supporting antiracism, antioppression, and human rights through interactions with community partners, employees and individuals and implementation of policies, programs and protocols that reflect this commitment.
  • Demonstrate commitment and adherence to Health and Safety legislation and programs; actively promote a culture of safety with direct reports.
  • Identify and recommend internal controls in the form of policies, procedures, practices in relation to the general and specific risks of the Corporation; ensure internal controls are implemented, monitored, and reported on specific to the Division.
  • Prepare reports for Council and various Committees as required.
  • Maintain a thorough knowledge of and adheres to pertinent guidelines, regulations, and legislation for the respective area.
  • Provide financial analysis and support as required.
  • Perform related duties as assigned.

Qualifications/Experience

  • Completion of a University Degree together with a Chartered Professional Accountant designation and five years of experience in an accounting environment, or an equivalent combination of related professional and lived community experience. Previous supervisory or team leadership experience.

Skills and abilities in the following areas are necessary:

  • Demonstrated knowledge and experience in public sector accounting, generally accepted accounting principles, financial statement reporting and disclosures with an understanding of the Unit's programs and services and how the work of the area aligns with the objectives of the Division.
  • Demonstrated analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services.
  • Demonstrated positive and proactive leadership capabilities, adept at leading a group of employees, contracted services, and consultants; demonstrated commitment to developing high performance teams.
  • Demonstrated ability to inspire the people they lead through productive and honest dialogue, with personal integrity and actions.
