Department Overview

  • The Treasury and Balance Sheet Management (TBSM) department of TD Bank is responsible for overseeing the management of the Bank's: nontrading market risk, consolidated liquidity risk and consolidated capital position.
  • For Market Risk, the scope of nontrading activity covers the measurement and management of interest rate, equity and foreign exchange risks for TD's banking book portfolios. These banking book portfolios are primarily the Canadian and U.S. personal and commercial business segments.
  • The Asset Liability Management (ALM) team within TBSM focuses on the management of these market risks and is responsible for: designing and monitoring effective hedging strategies, developing ALM frameworks, and owning hedging related assumptions.
  • The AVP, ALM TBSM will lead and develop a team of risk and finance professionals passionate about the management of TD's nontrading market risks for its Banking Books.

To achieve this objective the mandate includes:

  • Development and performance of effective hedging strategies which ensure TD's ALM targets are achieved
  • Handling the target interest rate and FX risk sensitivity profiles for the Bank
  • Ensuring appropriate measurement of market risks within the Banking books
  • Establishing effective Hedge Accounting programs to ensure stable and predictable earnings
  • Development and maintenance of

ALM:
frameworks, methodologies and assumptions

The AVP, ALM, TBSM will assume the following accountabilities:

  • Design interest rate risk management strategies to hedge the risks from retail banking products, with a particular focus on products with no contractual maturity or with embedded optionality.
  • Ensure appropriate hedging strategies are in place for structural and nontrading Foreign Exchange (FX) risks;
  • Build effective hedge accounting programs which are effective and consistent with the economic intent of TBSM's hedging objectives.
  • Act as relationship lead with Canadian regulators for nontrading market risk and the support US regulatory requirements.
  • Ownership of ALM frameworks for the measurement and management of key nontrading market risk measures

Notable measures are:
Net Interest Income Sensitivity (NIIS), Economic Value at Risk (EVAR) and TD's Interest Rate risk target profiles

  • Ownership of TBSM hedge accounting framework, which includes effectiveness of existing programs and crafting new strategies.
  • Maintain timely and accurate communication to the Bank's Senior Management and TD's Risk Committee of the Board (RCoB) on matters related to ALM and nontrading market risk management;
  • Lead projects for the improvement of TD's ALM practices and compliance with: regulatory, risk or audit requirements
  • Authority on performance of: Risk measures, ALM strategies and book level results
  • Work with TD's Market Risk Control team to calibrate market risk limits for all banking book portfolios;
  • Develop positive relationships with all partners related to market risk management: TBSM Trading Front Office, Market Risk Measurement and Analysis (MRMA), Financial Modelling, Market Risk Control, Capital Market Risk Management.

Job Requirements

This position requires a highly results-focused individual who has:

  • 7-10 years of experience in areas of: Risk, Finance, Treasury and Capital Markets
  • Postsecondary degree in Finance, Risk or Economics
  • Valued designations: CFA, FRM, MBA, CPA (recommended but not required)

In-depth knowledge of:


  • Principles of interest rate risk management including asset and liability management (e.g. duration, convexity, key rate immunization)
  • Fixed income and interest rate derivative products, including valuation techniques
  • Working knowledge of Hedge Accounting practices
  • Key features and characteristics of retail banking products

Experience with:


  • Relating complex concepts and results in terms understandable by audiences with diverse backgrounds & seniority levels
  • Producing and analyzing management reporting and risk measurement results
  • Valuing securities and financial products including bullet and amortizing bonds, swaps, prepayment options, caps and floors
  • Consistent track record of leading large multidimensional projects involving multiple partners
