Major Responsibilities:


  • Reviews Council authorities or delegated approvals relevant to assigned responsibilities
  • Consults with and takes instructions from Supervisor, staff Solicitors, and technical and professional staff from client Divisions as necessary (obtains all relevant documents)
  • Drafts and/or reviews documents, notices, agreements, correspondence, bylaws, statutory notices, Statutory Declarations
  • Drafts and responds to correspondence
  • Investigates the status of City agreements with City Divisions, outside agencies, members of the Bar and the public
  • Checks to determine if all relevant statutory requirements are addressed as they relate to assigned matters
  • Arranges for execution of documents by authorized signing officers of City or relevant agencies
  • Processes execution of documents by outside parties including all correspondence, telephone followups and review upon receipt
  • Reports finalization of matters to the appropriate City Division, agency, board or commission
  • Provides paralegal support to solicitors on real estate transactions, including sales, acquisitions, land exchanges, expropriations, leasing and licensing matters, road closings, tax sales, and complex development/construction arrangements, as may from time to time be assigned
  • Liaises with other government officials working in similar fields
  • Attends at Government offices to analyze files and retrieve necessary information
  • Responds to inquiries from City Divisions, outside agencies, members of the Bar and the public
  • Maintains financial records
  • Maintains "tickler" or "bringforward" system
  • Develops and maintains indices and databases
  • Participates in documenting and introducing new policies and procedures in the Division
  • Makes arrangements to effect insurance coverage for various agreements and contracts
  • Processes closing and dedication bylaws
  • Reviews the form of Letters of Credit for acceptability by the City Treasurer
  • Prepares documentation for electronic registration through the Teraview Application
  • Responds to compliance letter and requests to release agreements from title, as may from time to time be assigned
  • Secures certified copies of bylaws and maintains inventory, as may from time to time be assigned
  • Reviews, analyzes and determines the relevancy of information contained in corporate searches received from the Corporations Branch
  • Assumes carriage of and completes (including all necessary drafting) encroachment, easement, licensing and leasing related agreements, acquisitions of widening lands through Planning Act related matters, compliance requests, releases of registered agreements, tax sales documentation, road closings, housing order registration, property standards registrations, as may from time to time be assigned
  • Researches property titles by online searches through Teraview, and reviews surveys and municipal records
  • Prepares legal conveyancing documents required for registration and conducts electronic registration of documents in Land Titles offices

  • Successful completion of a two (2) year Law Clerk program at the community college level (or satisfactory combination of education and experience).
  • Considerable law clerk experience in the real estate field with an emphasis in the areas of leasing, encroachments, easements and licences, including, preparing sound and effective legal documents and completing conveyancing transactions.
  • Considerable experience searching Teraview and Land Registry Systems relevant to real estate practices in Ontario.
  • Considerable experience in the preparation of documents for electronic registration using Teraview.
  • Considerable experience in utilizing a variety of software programs including Word, Outlook, and databases.

You must also have:


  • Demonstrated ability to handle a large volume of different files in an organized manner, including the ability to prioritize work and the ability to handle time sensitive files
  • Demonstrated ability to deal courteously and tactfully with the public, staff and private sector lawyers
  • Demonstrated ability to communicate effectively both orally and in writing
  • Demonstrated ability to work both independently with minimum supervision and as a team member
  • Excellent analytical skills with effective problemsolving ability
  • Understanding of the City organization and interrelationships of its divisions, and age
