Established in 1976 the Saskatchewan Indian Institute of Technologies (SIIT) is a First Nation governed post-secondary institution. Recognized under provincial legislation, the Institute has been conferred authority to grant certificates and diplomas.

Nature and Scope

As a leader in the Wellness & Community Development Unit (WCDU) this position is accountable for leading the WCDU team to support the goals of the department.

This position will positively promote and create an environment that demonstrates SIIT's vision, mission, and mandate.


General Accountability

The WCDU Manager is required to ensure that the work carried out aligns with the goals of WCDU to serve First Nation adult learners/community members by making accessible off-campus educational opportunities in the form of online, career and professional development.

The incumbent is accountable to lead, train and maximize the team's effectiveness and performance to ensure the highest quality of programming and timeliness of deliverables, in addition to guiding daily work.


The position is responsible for coordinating with outside agencies to build and maintain the highest professional rapport with stakeholders, funders and suppliers.

Additionally, this position will ensure that the training and education offered and developed by WCDU meets the best practices of the professional workforces they serve.

This position provides additional support as required and includes the following broad range of accountabilities:


Specific Accountabilities

_Partnering and Teamwork_

  • Network with outside agencies, including communitybased federal government departments, industry certifying bodies: creating and managing longterm goals
  • Develop community contacts and negotiate training opportunities
  • Develop a broad understanding of existing communitybased workforce activities in the region
  • Represent SIIT at communitybased events and meetings where required
  • Meeting with stakeholders to make communication easy and transparent regarding project issues and decisions on services

Administrative Management_**- Organizing programs and activities in accordance with the mission and goals of the organization

  • Develop and plan agendas, reports and statistics, as well as chair and attend Committee meetings where required
  • Work closely with academic leadership to fulfill the goals of the WCDU
  • Submit reports to as requested
  • Develop annual work plan in alignment with SIIT's strategic goals
  • Developing new programs to support the strategic direction of the organization
  • Developing an evaluation method to assess program strengths and identify areas for improvement

Resource Allocation _**- Ensure resources are allocated in accordance with the financial planning and operating budget

  • Develop and manage the budgets in accordance with department objectives while maximizing cost effectiveness
  • Approve the purchase of necessary supplies and equipment
  • Monitor progress in meeting unit objectives, project plans and priorities as set out in SIIT's Strategic Plan and stakeholder agreements
  • Develop innovative solutions to resource challenges while ensuring alignment with and support of strategic goals and stakeholder agreements
  • Provide accurate information analysis to ensure financially viable and sustainable decision making and problem solving responsive to the varied environments; writing program funding reports to guarantee uninterrupted delivery of services.
  • Analyzing program risks

People Management and Leadership_**- Coach, train and develop employees with a diverse array of talents and responsibilities to assure growth and development of those individuals and the unit department as a whole

  • Conduct regular reviews with direct reports; ensure adherence to SIIT policies and procedures, while strategizing and implementing policies and practice
  • Monitor and schedule vacations, overtime and other absences for direct reports, redistributing work as necessary to ensure customer service and workflow levels are maintained
  • Ensures a positive, diverse and inclusive work and learning environment
  • Manage program staff while keeping them motivated and solving any problems that may arise
  • Assist in building and leading the unit through employee selection, coaching and development
  • Manage communication between program staff, SIIT Academics and relevant external stakeholders

Required Qualifications and Experience:

A minimum of a Bachelor degree plus experience in program planning and financial management is required; previous experience in a leadership role is also required.
