Project Manager, Major Subcontractors:


The Project Manager, Major Subcontractors is responsible for the cost and schedule performance of the Major Subcontractors, focusing specifically on the JSS (Joint Support Ships) and OOSV (Offshore Oceanographic Science Vessel) Programs.

The Project Manager is responsible for integrating the Major Subcontractors into the Engineering, Planning and Operations environments to drive performance and efficiencies.

The Project Manager will lead the coordination with the support of the Supply Chain, Engineering and Operations teams to ensure alignment and to resolve outstanding commercial, technical or operational challenges with the Major Subcontractors as and when they occur.


The role will involve handling the cost and schedule performance of highly complex scopes of work, with experienced, commercially astute multi-national subcontractors.

The budget responsibility for the scope will be between $100M and $150M.

This specific role is to lead all Industrial Subcontracts on the JSS and OOSV Programs. These include but are not limited to AlumaSafway, Barrier Marine, Bronswerk Marine and Trident Naval Systems of Canada. The complex scope of these Major Subcontractors involves Design, Supply and Install responsibilities for Insulation, HVAC and Outfitting.


The Project Manager is the key point of contact for these Major Subcontractors and will operate as the bridge between the Subcontractor team and VSY internal collaborators.

Due to the field-facing nature of this role, it is expected that the working week is split between the Operations Centre and Main Office on site at Vancouver Shipyards.

Due to business needs, this position is required to be fully on-site based at our head campus, located at 2 Pemberton Avenue, North Vancouver, B.C.



What you'll do

  • Develop and lead a robust series of Contract and Performance Reviews with each Major Subcontractors. These reviews should cover off all aspects of the Subcontractors performance including Technical, Commercial, Cost & Schedule performance.
  • Integrate each of the respective Major Subcontractors into the VSY Planning, Engineering and Operations teams. Ensuring that the Major Subcontractor activities are resource loaded into the Performance Management Baseline (PMB).
  • Own the daily engagement with Production, Engineering and Supply Chain to track performance and address emergent issues as and when they transpire.
  • Support all inputs to VSY Internal and External reviews, including but not limited to Weekly Program Reviews, Monthly Program Reviews and Customer Contract Reviews.
  • Lead in coordinating the integration of Seaspan Shipyards and external resources in support of meeting program cost, schedule, quality, and safety goals. Meets with suppliers and subcontractors as required to validate performance work tasks are completed in support of program goals.
  • Collect, analyze and report on program metrics and goals associated with subcontractor execution of assigned scopes of work. Influence Engineering, Supply Chain and other PMO team members relative to the completion of ancillary tasks when required.
  • Develop reports and communicate program goals to internal and external collaborators as needed.
  • Identify external program issues that affect subcontractors, communicate issues to suppliers representatives through the appropriate SCM personnel, assist in development of corrective actions and supervise issues to resolution.
  • Resolve program issues related to subcontractors with Government representatives and regulatory bodies. Work with Government representatives and regulatory bodies to expedite reviews and approvals that are impacting program schedules.
  • Develop reports and provide formal status updates on key performance metrics to Executive Leadership. When required, identify variances from plan, and assist in developing and monitoring corrective actions.

What you'll bring

  • A bachelor's degree in Engineering or Business. Diplomas may be accepted with sufficient employment experience.
  • 10 years professional experience in the Project Management, SCM, shipbuilding, manufacturing, or construction industry, with demonstrated increased levels of responsibility.
  • Excellent knowledge of program management and project management skills.
  • General knowledge of contracting in a manufacturing environment.
  • Strong customer service focus, with an ability to build and sustain strong working relationships.
  • Strong presentation skills (written and verbal) with demonstrated ability to coordinate significant resources in support of meeting program or project objectives.
  • Strong technical skills with proven understanding of largescale construction projects.
  • Extensive knowledge of program performance metrics including the ability to identify key metrics and develop comprehensive performance reports.
  • Knowledge of Earned Value Management Systems (EVMS), scheduling systems and resource planning techniques.
