The Manager Outpatient Mental Health and Addictions will primarily work on the clinical development of the outpatient mental health and addiction program including collaboration with internal and external stakeholders to develop the structural design of the Wellness Centre and other projects as assigned.

This involves developing a strategy to improve mental health and addictions outpatient care to meet the community needs.

The Manager Outpatient Mental Health and Addictions will facilitate the project using evidence based project management tools and methodologies.

This role will require strong operational experience in managing complex projects, program planning and development, process redesign, financial and administrative initiatives and opportunities.

They will develop work plans, critical paths, accountabilities and clearly defined outcomes, timelines, communication plans, training plans and deliverables. The Manager will be responsible for monitoring and reporting all aspects of the clinical project to the Senior Team.

In collaboration with hospital leadership, they will lead the development of the Wellness Centre and the associated implementation, monitoring project success and ensuring that project findings get disseminated to stakeholders and management through communication and education.

This position will work closely with the Senior Team, program leaders, staff, physicians and external providers, including the Oxford Ontario Health Team, to move projects forward.


ESSENTIAL JOB FUNCTIONS:


  • Hands on work including initiation, planning, execution, monitoring and close out of all clinical related activities of the project
  • Working with key stakeholders to ensure that there is agreement to scope, approach, deliverables to achieve overall success of the project
  • Management of assigned project resources setting the context, task assignment, setting performance targets and managing performance
  • Identify risk and issues, adhering to a formal change process and executing activities that achieve the deliverables as stated in the project charters and scope statements
  • Development of policies and procedures as it related to the Mental Health and Addictions program
  • Development of program manuals and educational requirements
  • Providing leadership to and facilitate meaningful engagement of all stakeholders, including early identification and management of conflicting priorities
  • Building effective and collaborative relationships with various project teams, portfolios, and leadership teams within and external to Woodstock Hospital
  • Resource management for assigned project
  • Budget development and tracking for project and operational work
PROGRAM LEADERSHIP - PRIMARY DUTIES AND RESPONSIBILITIES:


  • Working closely with the leadership team to develop the project approach, strategy and plans;
  • Identifying project objectives, milestones, deliverables and working with the relevant project teams to successfully achieve them;
  • Compile and analyze data, and develop performance metrics
  • Coordinating and supporting project team members in their roles;
  • Identifying risks and mitigation strategies;
  • Identifying project issues and working with the team to resolve the issues;
  • Clinical project reporting both to internal and external stakeholders;
  • Facilitating interprofessional working group sessions and / or steering committees;
  • Reviewing processes to ensure that internal controls are appropriate;
  • Developing and implementing the communication plan with input from key stakeholders;
  • Coordination and collaboration with other project teams as necessary;
  • Directly and / or indirectly supervising project team members;

JOB REQUIREMENTS:


EDUCATION:


  • Degree or Master's in related discipline (MBA) or health leadership program, or equivalent experience
  • Degree in Mental Health and Addictions, Health Sciences, health care or equivalent experience
  • Lean/Six Sigma training preferred

EXPERIENCE:


  • Minimum of 5 years of health care experience in a leadership role
  • Minimum of 5 years demonstrated experience in a clinical care redesign and project management with increasing complexity and scope
  • Minimum of 5 years experience in Mental Health field,
  • Two years previous experience in mental health and addictions coordination in a public health or related setting.
  • Experience working in interdisciplinary teams
  • Experience working on healthcare projects in a clinical setting is required
  • Experience with data analysis and with communicating results to stakeholders
  • Experience with quality improvement
  • Experience working with diverse clients and stakeholders required
  • Demonstrated experience with mental health program development and evaluation
  • Experience with the use of advanced process redesign tools and change management expertise to assess current status of existing processes and facilitate the development of ideal future states.
