Description

Reporting to an Operations Supervisor within Transportation and Engineering Services, the Projects Officer is responsible for the planning and execution of road maintenance projects.


These projects though not comparable in budget to a typical capital construction project have similar public engagement and interface, engineering design requirements and contractor management.

These projects include, but are not limited to, drainage, gravel roads rehabilitation, asphalt repairs, concrete repairs, guard rail, and brushing.


Job Duties:


Ensure project delivery is achieved by being actively involved in all aspects of a project, exploring alternative and innovative project delivery methods, and utilizing internal talent and resources where possible.

Engage in the collection of field data and investigation for assigned projects. Prepare preliminary analysis to for project feasibility, such as cost, technical requirements, logistics, scope, and final recommendations.

Deliver projects in a cost effective, agile manner including use of field fit design solutions.

Plan, tender, and execute projects in a single construction season.

Prepare project support documents including individual ownership plans (IOP), desktop wetland assessments, landowner and utility owner agreements for review.

Prepare information for project procurement including designs, specifications, schedule of quantities, scope, and specific project details.

Engage consulting services for facilitation of project support including survey, environmental, land acquisition, geotechnical and design.

Develop, review, monitor and update project milestones. Report on project costs including change orders and confirming accuracy invoices.


Develop, review, monitor and update specifications associated with various contracts to ensure they meet the needs of Transportation and Engineering Services.

Monitor quality assurance and quantity control requirements to ensure that scope outcomes and contract specifications are met.

Ensure effective communication with all parties, including contractors, through regular meetings, correspondence, and appropriate reports.

Plan and participate in public engagement activities and respond to public stakeholder requests that relate to the project deliverables. Prepare and facilitate the delivery of project notification to the public.

Perform construction completion certificate and final acceptance certificate.


Targeted balance of time is expected to be 60% field and 40% office, with a focus on field presence throughout the active construction season.

Ensure that all contractors in the performance of their duties and tasks follow proper safety procedures.

Perform other related duties as required by Operations Supervisor.


Adhere to applicable responsibilities and accountabilities as outlined by legislation, Sturgeon County policies, and the Sturgeon County Health and Safety Management System, including requirements related to Prime Contractor obligations.


Job Skills:

Strong oral and written communication skills.

Survey skills and experience with GNSS survey equipment.

On site field experience, with a focus on agile project delivery.

Negotiation skills.

Ability to work with minimum supervision.

Strong customer service skills.

Ability to work effectively both independently and in a team environment.

Knowledge of budgeting practices and monitoring expenditures to ensure compliance.

Strong report writing and presentation skills.

Knowledge of drainage, gravel and paved road construction and maintenance practices.

Proficient computer skills with Microsoft Office programs.

Ability to plan, organize and supervise projects ensuring completion in a timely and efficient manner.

Awareness of the working of municipal government.

Physical job requirements include occasional lifting 15kg, walking and standing for extended periods of time etc.

Ability to prepare field fit designs


Job Qualifications:

This position requires a post-secondary education in a construction/engineering/technology with an eligibility for CET designation and or equivalent experience.

Must have knowledge of road maintenance, road design, and drainage construction practices.

Experience in the use of survey equipment would be considered an asset.

Experience in the use of design software (ex; AutoCAD, Softree etc.) would be considered an asset.

A valid Alberta Class 5 License with an acceptable drivers' abstract.
