$70,190 (Starting) to $95,013 (at 30 Months)


Position Summary:


The Procurement Specialist is responsible for the procurement process for the supply and delivery of goods and services, the development of specifications and purchasing documents (RFQ, RFP, and RFT), vendor and contract management, and supporting internal Procurement and Materials Management Unit operations.

This position liaises with service areas and Divisions, as well as various bodies to determine operational and functional requirements, business process improvement opportunities and best procurement processes and methods.


Responsibilities:


  • Support the development, implementation, and coordination of all procurement activities for the London Police Service (LPS).
  • Manage competitive bidding, contracts, vendor relationships and internal buying groups.
  • Coordinate the competitive bidding and contract processes for all procurement methods such as Requests for Quotes (RFQ), Request for Tenders (RFT) or Requests for Proposals (RFP) and facilitate the evaluation, awarding and execution of agreements.
  • Provide accurate and timely procurement advice to internal programs and services.
  • Prepare necessary purchase orders, contracts, and agreements.
  • Identify, source, trial, and purchase equipment and clothing needs of the LPS.
  • Assist with purchasing and coordinating the ordering of goods and services across all Divisions of the LPS.
  • Assist the Procurement and Materials Management Unit (PMMU) with the creation of a more efficient process for issuance and management of inventory of police equipment, clothing, and stationary supplies.
  • Identify opportunities to access existing procurement arrangements (e.g., PCPG, Ontario Public Service, City of London).
  • Report on status of inventory and anticipated weekly demand for Critical Supplies and Equipment.
  • Develop and maintain procurement initiation, reporting, analysis, and contract registry.
  • Assist in creation of templates for formal Requests (RFQs, RFTs, and RFPs) and Purchase Requisition process.
  • Liaise with Budget Managers and Division Leaders to identify where annual dollar thresholds will require a formal process, which includes procurement activities such as developing annual procurement planning, assessing purchasing options, and utilizing tools to track and monitor spending.
  • Review Purchase Order processing authorization.
  • Assist London Police Service Quartermaster Stores with the issuance and management of inventory of uniform, equipment, and stationery supplies.
  • Other duties as assigned within the core competencies.

Requirements:


  • 2year postsecondary Diploma in Purchasing, Logistics, Supply Chain Management, or a related field, or equivalent.
  • 23 years' relevant experience (e.g., purchasing, logistics, supply chain management).
  • Certified Professional Public Buyer (CPPB) or Certified Production Inventory Management (CPIM) Designation an asset.
  • Strong problemsolving skills, judgement, and analysis required for problems or situations that deviate from straightforward procedures on a regular basis.
  • Excellent communication skills for regular contact with LPS members and external agencies to give, obtain, and/or exchange, and/or discuss technical information or decisions requiring discussion or explanation to ensure full understanding with tact, selfcontrol, and persuasiveness.
