This IBEW Local 636 union position offers competitive total compensation including starting hourly wage of $ hours/week), OMERS pension, 8 paid sick days and 18 discretionary paid days per year.

ummary:


Reporting to the Manager of Municipal Law Enforcement, the Municipal Law Enforcement'Property Standards Officer is responsible for the enforcement and administration of municipal by-laws and providing education and awareness about the Town's by-laws to members of the public.


Duties & Responsibilities:


By-law Administration:


  • Interprets municipal bylaws and related practices for the public and other interested parties.
  • Reviews bylaws in consultation with other departments. As required, assist in drafting revisions to existing or creating new bylaws.
  • Analyzes best practices for bylaw enforcement policies and procedures.
  • Processes Business License Applications, attends properties for inspection purposes when appropriate for the purpose of licensing, and issues licenses to applicants.
  • Prepares own correspondence to the public regarding issuance of notices/orders and letters.
  • Assists in preparation of various reports to Council and Committees of Council on Bylaw enforcement related matters.
  • Coordinates Work Order responses for property inquiries.
  • Prepares and maintains all required records, reports, statistics, correspondence and other material related to bylaw in accordance with municipal retention records and the municipality's records management system.

By-law Enforcement

  • Enforces sections of the Highway Traffic Act, the Municipal Act, Dog Owners Liability Act, and the Provincial Offences Act in order to ensure an increased degree of safety for residents and visitors.
  • Achieves compliance through three key stages of information, education, and enforcement as a last effort to achieve compliance to preserve the quality of life to which each our residents are entitled rather than penalize the citizens or visitors.
  • Enforces regulatory bylaws within the boundaries of the municipality.
  • Enforces, maintains, and collects Municipal Parking bylaw and equipment.
  • Acts on and investigates complaints from other officials and the public concerning violation of municipal bylaws, inquiring into alleged violations including onsite inspections, attempting to resolve problems with owner and or tenant.
  • Prepares and files site inspection records including photos, notes, and correspondence and assists with reports to Council.
  • Issues work orders and written communication regarding noncompliance with municipal bylaws.
  • Issues Offence Notices under the Provincial Offences Act and, if necessary, recommends legal action.
  • Researches and prepares correspondence and court materials and attends Court when required.
  • Initiates legal proceedings, including filing information with the appropriate Court.
  • Ensures remedial action is completed to bring properties into compliance with municipal bylaws.

Qualifications and Requirements:


  • Successful completion of a College Diploma in Law and Security, Police Foundations, or related field.
  • Minimum of two (2) years of direct municipal law enforcement experience or significant related experience.
  • Currently possess or can obtain a Municipal Law Enforcement Officer Association Certificate (MLEO(c)), Ontario Association of Property Standards Officers Certification (CPSO) and Valid First Aid/CPR Certificate.
  • Excellent notetaking, problemsolving, interpersonal, communication, conflict resolution, and time management skills.
