Reporting to the Manager, Application Support & Development, the Supervisor, Application Support assumes responsibility for supporting the Town of Oakville and ITS leadership in their efforts at overseeing, managing and leveraging the IT Assets and Services.

Including IT Life cycle management, IT investments and initiatives to optimally achieve enterprise goals and objectives through collaboration and partnership.


The position is responsible for identifying, prioritizing, coordinating and balancing Operational Lifecycle Management Projects with Business Transformation Projects and Programs.

Supervision of functional resources engaged with all types of initiatives.

The position will assist ITS leadership with senior executive engagement and reporting on the state and performance of IT Assets & Systems in alignment with enterprise goal/KPIs.


What can I expect to do in this role?:

As the Supervisor, Application Support you will:

  • Execute the strategic vision through the Oakville Technology Plan to guide Business Solutions toward the establishment of core IT operations definition, structures, processes and demand management in order drive the evolution of Oakville's Technology environment
  • Operations and Capital initiative alignment to asset categories and ITS services, through evaluation, selection, prioritization, execution, tracking and measuring the achieved results
  • Ensure the oversight and coordination of dependencies across the Operational and Capital activities are effectively managed via a risk based framework
  • Research and provide input to ITS leadership with respect to the capital and operating planning process for accountable areas of assets and services
  • Lead and participate in vendor evaluation, selection, performance and business relationships in accordance with the Town's purchasing bylaw
  • Support and advise ITS Leadership on actions required to balance existing assets and services with IT resources
  • Lead reviews of IT assets and services as part of a continuous improvement model
  • Ensure adherence to the appropriate governance functions relating to IT assets and services in accordance with enterprise guidelines, policies and standards
  • Lead maintenance of the required standard operating procedures and other documentation
  • Work with teams to manage/oversee the full range of asset life cycle (procure, energize, remove/replace, dispose) for operational and capital projects and services
  • Identify staffing needs as mandated and empowered by leadership, ensure and balance the availability of the required skills and competencies across responsible teams
  • Develop and maintain appropriate knowledge of common ITS and municipal concepts, practices and procedures
  • Execute communications and reporting around the IT plans and services, their contents and the individual performance of initiatives to stakeholders, as well as disruptions and interruptions following best practice frameworks
  • Enforce and provide input into standards, manage and set priorities for the design, maintenance, development and evaluation of respective IT systems, ensuring that assets are inventoried, properly managed and serviced
  • Provide recommendations on the evolution of IT architecture ensuring that deployment, integration and configuration of solutions are in accordance with industry best practice and the requirements of the Town
  • Set priorities and be responsible for service delivery and the development and implementation of performance measures and objectives

  • Minimum 8 years of progressive leadership responsibilities across IT Operations and/or IT Projects/Programs experience
  • Leading operations and projects in a municipal or government environment is preferred
  • IT Asset Management
  • Leading IT Agile development projects
  • Digital Transformation and Customer Experience improvement initiatives
  • Experience in leading diverse teams preferred
  • Consulting and facilitation leadership is a plus
  • Leading change and innovation
  • Making riskadjusted evidence based decisions in a timely manner

Core Knowledge Required for Success:


  • You are an experienced leader with a comprehensive knowledge of:
  • Project Management Professional (PMP) Certification or equivalent favorable
  • Working knowledge of Lean Six Sigma Methodol
