Reporting to the Manager, Pass Permit Office, this position leads the Pass Office team in a fast paced, multi-task and challenging environment.

This position supports the day-to-day pass office operation including second level problem and conflict resolution, implementation of the goals/objectives, monitors staff performance and provides support and guidance to staff.


Key Accountabilities:


  • Supervises the day‐to‐day operation of the Pass Permit Office
  • Monitors, evaluates and provides ongoing supervision and cross‐training of Pass Permit Enrolment Coordinators in all aspects of pass/permit functions; recommends to Manager the allocation of staff to meet fluctuating workloads; participates in the development of training, education and awareness material
  • Evaluates requests based on need/right of entry into restricted areas and ensures no limitations or restrictions have been imposed on the applicant/company and/or that security investigations are ongoing prior to the issuance of any item. Confirm that the applicant has not been identified as an individual not to be permitted access to restricted areas
  • Participates, assists and guides staff in the acquisition, use, exchange and storage of confidential/sensitive information to ensure client confidentiality is not compromised
  • Participates in the development of the unit's Plans of Operations, SOP's, Training Manuals, Contingency Plans and critical issues involving the Airport's security posture
  • Supervises the Cost Recovery Program and the associated collection, safe storage and accounting of monies received in the office
  • Participates, assists and guides support staff to ensure that mandated GTAA insurance requirements/documentation has been approved prior to allowing an agency and/or its employees and vehicles access to Airport Restricted Areas
  • Participates and provides assistance to the administrators of the Pass Permit Audit Program to identify deficiencies/concerns. Evaluates findings and assesses and resolves deficiencies/concerns with senior representatives from client organizations. Indicate the consequences of non‐compliance in order to gain the support of clients in implementing appropriate procedures and controls to resolve deficiencies/problems and to improve/enhance internal control programs
  • Acts as Manager in the day‐to‐day operation of the Pass Permit Office during extended hours of operation

Qualifications:


  • Possess supervisory experience in an airport security environment with significant experience in the operation of complex multi‐tasked computerized systems and procedures
  • Experience in public speaking in the creation and conduct of presentations, and in training of support staff
  • Possess and be experienced in the delivery of exceptional customer service skills, using superior judgment and tact to resolve client disputes while making effective recommendations to correct identified areas of concern. Such situations may prove challenging and require advanced interpersonal skills to resolve appropriately
  • Able to obtain and retain a Transportation Security Clearance at the required level for this role

Knowledge, Skills and Abilities:


  • Knowledge of securityrelated Airport Operations/Aviation and Aerodrome requirements for Air Carriers, Tenants, Contractors, etc.
  • Knowledge of National Security Legislation/Standards as well as GTAA Policies/Procedures and practices specific to Airport Restricted Area Access; Airside Vehicle Operator Program, Access Control Systems
  • Knowledge of roles/responsibilities and inter‐relationships of various agencies and departments operating at this site, including those with a responsibility for policing and security
  • Knowledge of the Airport Restricted Area Pass Access and Pass Identification Program which includes the needs and requirements of the client population served and associated Security Regulations and Measures
  • Knowledge of investigations/auditing techniques and practices as well as analytical skills required to verify information, ascertain trends, identify problems and monitor efficiency of various elements of the operation
  • Excellent working knowledge of Microsoft Office products (ie Word, Excel, PowerPoint, One Drive, SharePoint, etc.)
  • Exceptional communication skills (verbal and written) to generate correspondence, reports, excel spreadsheets
  • Ability to operate computer systems with respect to data entry, record keeping, file maintenance and control, preparation of correspondence/reports, reformatting and transmitting of data, development of input format controls, etc.
  • Ability to exercise judgment in dealing with protected and highly sensitive information
  • Public speaking, interpersonal and communication skills are required to explain, instruct, train and direct both a large staff and varied client base. Excellent writing skills are required to produce reports, correspondence, bulletins, procedures, directives and hand‐out materia
