Summary
To plan, organize, staff, direct and control the import and export clearance, bonded warehouse and customs brokerage operations, to ensure legal end regulatory compliance, while providing highest level of service and commitment for time definite information management, control and package movement.
Responsibilities
- Administration and Planning (Staffing)
- Responsible to workforce manage the operation to ensure sufficient staffing in place. This includes forecasting, scheduling and administering OT as required to meet operational needs. Works to gain efficiency improvements and maintain quality / engagement.
- Clearance Brokerage operations
- Supervises and coordinates all GTS activities (including regulatory compliance) related to the sort operation interfacing with Ground Operations and local CBSA officers. Manages in a cost effective and timely manner, all activity related to package and information movement and control for import and export which includes 24 hours/ 7 days a week clearance/brokerage activities, all clearance processes related to import/export, national/international transit, and caged shipments. Ensures the processing of worldwide duty & tax disputes/customs litigations within the prescribed time limits in accordance with the Canadian Broker Services Agency regulations and FedEx policy.
- Regulatory Compliance
- Manages the brokerage process, including the generation of ancillary services and revenue, ensuring regulatory compliance, timely provision/ transmission of info to regulatory agencies, and records keeping in accordance with regulatory requirements. Ensures shipments are received/ processed in accordance with departmental/agency regulations, other government departments & electronic data, and/or licensing requirements. Ensures duty and tax disputes are worked in accordance to CBSA guidelines. Responsible to support, interpret and participate in discussions related to regulatory policy changes with Engineering, Regulatory, Customer Services and global peers.
- Quality Assurance
- Ensures quality performance, while maintaining Customs compliance within a supportive work environment. Identifies and closes gaps in the existing knowledge base, tools and resources. Uses the quality findings for the development of quality metrics to ensure that prescribed operational standards are followed. Quality initiatives are supported by CCSM process, LVS work stream, Broker Quality, GNSL. Ensures proper duty and taxes are billed and assessed by ensuring quality entries are being done. Provides and actions corrective feedback related to disputes, updates customer profile in a timely fashion to avoid recurring errors.
- Customer service
- Ensures all customers receive paperwork/ notification on the arrival of shipments in an approved format. Ensures systems are updated correctly to maintain package tracking information and audit compliance. Ensures customer profile database is maintained to reflect import instructions, credit information & tariff data. Ensures all pertinent records are maintained e. g. broker notification, importation's, post audit air, etc. Handles irate customers/complaints and educates importers/exporters on customs regulations.
Required Knowledge Skills and Abilities
Educational Requirements
Post Secondary:
- Bachelor's degree or equivalent
Professional accreditation/certification:
- Must be able to obtain CCS status within two years or have CBSA professional designation
Related Experience Requirements:
Minimum number of years required for entry to this job:
- Four (4) years business experience required. Two years related experience in the international Logistics, Transportation or Customs Brokerage preferred.
Technical Skill Requirements:
Solid knowledge of the following:
- Knowledge of Canadian Customs Import/Export restrictions and regulatory agency laws and requirements including indepth knowledge of Canada Customs Commercial systems including cadex/cusdec, across, rns, pars.
- Knowledge of customs requirements for the reporting of and accounting for imported/exported goods, and Canada Customs Acts and Regulations.
- Knowledge of FedEx operations, systems policies and procedures preferred.
- Demonstrated proficiency in Microsoft Office products (Excel, Outlook, PowerPoint, Word).
