Act as a technical and business resource for Actuarial Services in supporting, promoting, and enhancing the Experience Rating programs and systems.

Issue Accident Cost statements, Experience Rating statements and annual rebates, surcharges and premium rate adjustments to Schedule 1 employers. Ensure data integrity through development and maintenance of various data validation processes. Produce ad hoc statistical reporting and analysis in response to legislation, policies and system changes. Provide technical advice and support on system changes, problems and issues.


Major Duties & Responsibilities

  • Plan and coordinate the quarterly and annual bulk issuance of all Experience Rating programs (e.g. NEER, CAD7, MAP). Incorporate any program change and testing, as required, to ensure that the information provided is accurate and employer statements are issued in a timely manner.
  • Balance Cost Information System on a daily, weekly, monthly and annual basis to ensure that the information provided on the Accident Cost statements is accurate and employer statements are issued in a timely manner.
  • Identify, develop and test changes/enhancements to experience rating systems in response to directives, changes in legislation and policy, changes or enhancements to feeder systems (e.g. ACES or WBS) and continuous incentive improvement initiatives. This includes identifying and defining business requirements, developing project plan, testing and implementing plan, creating and maintaining problem logs. Create/update training or procedure documentation and communicating change to the appropriate individuals. Conduct a post-implementation review to ensure overall success of the change.
Provide specialized professional expert advice relating to experience rating plans/processes to WSIB management and staff by:

  • educating employers on the electronic file transfer process
- conducting data profiling of existing data and source-to-target mapping, such as Quality Profile Report to ensure data integrity and quality of experience rating plans (NEER, CAD7, MAP)


  • Provide business support, advice and knowledge on data and data sources in response to data requests by management, other business areas within WSIB and/or external clients (e.g.

employers, HSAs) by:
- compiling and transforming diverse data into appropriate form for interpreting and synthesizing in order to draw conclusions
- creating data request statistical reports to assist management in the decision-making process
- creating, developing and producing comprehensive ad hoc and regular reports as well as data extractions including selecting the most appropriate data source
- executing data requests by creating data requirements, writing programs/queries from multiple data sources, building data sets, validating data, analyzing, designing, building and enhancing reports
- providing basic explanations of data findings, analysis and statistical methodologies and measurements
- providing problem resolution and system maintenance by investigating issues, determining problem scope and providing solutions
- directing Information Technology Cluster on where and how to correct problems within various job streams
- creating and managing changes via the change control process
- providing input to management on business processes, outlining needs, solutions, benefits, impacts, alternatives and options for new business processes, improvements, fixes or enhancements
- acting as a security administrator for the Actuarial Services Division.

Assist the Senior Business Analyst with:

  • client education and end user support on EIW, ACES, Schedule 1 A/R and related data-marts by identifying training needs, participating in developing and delivering training/information sessions to increase client awareness and understanding of WSIB data and data extraction mining tools
- predictive modeling by compiling data, ensuring data validity and accuracy in order to understand the overall performance of the business to support decision making


  • Develop and maintain Experience Rating Access databases (Mail Track) to support Experience Rating & Cost Allocation business activities and transactions for statistical reporting purposes

This involves:
- creating statistical reports and queries to provide analysis on workflow, status of requests/adjustments, type of request received, etc.
- updating database information (staffing changes)
- ensuring the database is running efficiently and error free


  • Perform other related duties as required or assigned.

Job Requirements
Education

  • University completion at undergraduate level with a specialty focus on mathematics, statistics, computer science or social science.
Experience

  • Two years prior experience in business analytics.
