Team Lead (Application and Infrastructure Analyst III)

As a Team Lead, you will lend your expertise and operational leadership to the City of Edmonton's POSSE platform and will lead complex enhancement initiatives resulting in high strategic value and visibility to the organization and external stakeholders.

You will play a critical role in leading and providing oversight and control to operational, maintenance and development planning and service coordination activities.

This supervisory role is responsible for maintaining critical communication channels between leadership team and staff; conducting necessary conversations; making sound decisions; ensuring an understanding of policies, procedures and frameworks that are of importance to the City of Edmonton.

The main focus and responsibilities of this position are as follows:


Subject Matter Expertise (SME):


  • Provide SME and operational/implementation support for large and highly complex solution delivery
  • Provide expert knowledge across the POSSE platform and an understanding of interrelationships between the City's other technical implementations and solutions
  • Provide detailed understanding, and maintain ongoing awareness of the emerging technologies in web development, workflow management, and ERP operations
  • Resolve or coordinate service deficiencies and escalated service failures or complex problems that span across technology layers; create, maintain and lead planning activities for POSSE
  • Provide organizational leadership and guidelines to promote the development and implementation of specialist knowledge in the organization
  • Contribute to the planning and leadership for the implementation of maintenance and installation work, including supervising the building and configuration of POSSE and Oracle modules, packages and integrations
  • Work to ensure team properly implements POSSE change requests, maintenance routines, and configures tools to automate the provisioning, testing and deployment of the environments within their scope
  • Identify operational problems and contribute to their resolution, checking that they are managed in accordance with agreed standards and procedures
  • Build reports and proposals for improvement, to specialists, users, and managers

Planning:


  • Perform comprehensive systems planning activities for the unit/team, including operational plans and procedures, roadmaps and establishing operational parameters
  • Plan, manage and coordinate implementation and maintenance activities and be responsible for prioritizing and delegating work unit/team activities. Plan the timing of activities, monitor progress, and schedule acquisition of technology and resources. Additionally, ensure quality assurance activities are performed
  • Provide advice, guidance and expertise to promote adoption of methods and tools and adherence to policies and standards
  • Evaluate and select appropriate methods and tools in line with City policies and standards
  • Manage the implementation of methods and tools at program, project and team level including tool selection / tailoring in line with City standards
  • Manage reviews of the benefits and value of methods and tools. Identifies and recommends improvements
  • Contribute to organizational policies, standards and guidelines for methods and tools

Problem Solving & Consulting:


  • Participate in the preparation and presentation of proposals and plans for the implementation of new technology; providing indepth expertise for the systems design and implementation
  • Consult with technical areas and clients concerning the implementation strategy and for large projects; coordinate work plans with other teams to minimize the impact to business areas
  • Ensure that appropriate action is taken to anticipate, investigate and resolve problems in systems and services and ensure that such problems are fully documented within the relevant reporting system(s)
  • Enable the development of problem solutions, coordinate the implementation of agreed remedies and preventative measures and analyze patterns and trends

Team/Unit Management:


  • Perform problemsolving; conduct oversight of resource allocation, time and oncall work assignments and perform attendance and performance management of the team/unit
  • Create a safe, healthy and respectful work environment; grow talent and mentor/coach team members
  • Maintain critical communication channels between the leadership team and staff; conduct necessary conversations; make sound decisions; ensure an understanding of policies, procedures and frameworks that are of importance to the City of Edmonton
  • Identify and manage the resources needed for the planning, development and delivery of specified technology systems and services
  • Engage with and influence senior level stakeholders and project teams through change management processes, ensuring that POSSE meets all Service Levels
