General Accountability


Responsible for planning, directing and coordinating the daily maintenance activities and administration for vehicles, equipment and staff (union and non-union) at the assigned facility on a 24-hours/day and 7 days/week basis.

Maximizes operational efficiency, budgetary/financial effectiveness, employee training, effective labour relations, regulatory and legislative, workplace safety and equipment and vehicle safety and reliability in the provision of sufficient service vehicles to the appropriate departments in order to meet daily revenue service and, related transit revenue operation.

Oversees and directs all aspects of the maintenance, repair, servicing and cleaning of vehicles and equipment; ensures location equipment and systems are operational; ensures employees are properly qualified and trained in work and safety procedures; ensures regulatory and legislative requirements are adhered to and complied with (e.g.

inspections, environmental issues, waste disposal, etc.); prepares financial budgets to manage business plans and prepares relevant reports and presentations (Board level); and maintains a professional working relationship among unionized employees and staff to ensure overall effectiveness of the workforce.


Provides support and guidance on a 24-hour/day, 7 day/week basis and may be required to substitute for the Head or Senior Manager.


Key Job Functions

  • Oversees all aspects of maintenance, repairs, servicing, cleaning, preparing and delivering vehicles to service and monitoring service operations or all aspects of an overhaul facility, including the responsibility for providing major and minor repairs to vehicle systems as well as the supply of various repaired, overhauled, or modified electrical, mechanical, pneumatic and hydraulic components.
  • Ensures vehicles are available for daily scheduled service
  • Ensures inservice vehicles are cleaned without delay to service and the efficient use of labour and materials
  • Oversees the assigned facility's administration by budgeting for workforce and material requirements, monitoring work methods and procedures and preparing written reports and correspondences concerning facility operation and personnel.
  • Develops, implements and maintains all long and shortterm maintenance plans/programs for the assigned facility, setting priorities, establishing performance and work standards and communicating the same
  • Initiates approved plans and projects, ensures proper integration with other affected functions, personnel and departments, etc.
  • Directs and coordinates supervisory staff in the performance and execution of approved plans and programs including major vehicle overhaul programs
  • Ensures effective communication and negotiation of all matters between staff, management and unionized workforce, as well as promoting and maintaining harmonious working relationships
  • Ensures all relevant, legislations, procedures and TTC policies and standards are understood, enforced and adhered to by all employees
  • Emphasis on developing, implementing and managing the department's Vehicle Reliability and Quality Assurance programs
  • Improves fleet reliability, availability, maintainability down to the system, subsystem and component level
  • Develops, implements, manages and continuously reviews/improves; key performance measures, effective strategies, procedures, processes, repair techniques, controls and programs
  • Acts as the department's representative for all relevant projects (i.e., expansion, facility, etc.)
  • Participates on the specification, procurement and commissioning of equipment and facilities
  • Liaises with external agencies (i.e., City of Toronto, Ministry of Environment, etc.) on legislative initiatives
  • Acts as department's senior technical authority with emphasis on technical knowledge; vehicle configuration control and modification; establishment of standards and expectations
