Our Transportation Services Division plays a critical role in the planning, design, delivery and maintenance of a safe, efficient, accessible and equitable transportation system for the City of Toronto.

The

Capital Projects & Program Unit provides strategic oversight of the Transportation Services Division's 10-Year Capital Program by establishing priorities to inform decisions on capital investments, ensuring those investments generate their intended benefits for the public, and advancing equitable outcomes of policies, programs and projects related to multimodal transportation infrastructure initiatives and mobility access for all.


Your role as Project Manager, reporting to the Manager and Senior Project Managers in the unit, will be to lead and manage transportation studies including feasibility studies, environmental assessments, safety and operational studies, surface transit and active transportation studies, and other studies as assigned.

Your primary focus will be to lead transportation modeling and analysis efforts in studies and projects that advance the goals and objectives of Transportation Services and the City of Toronto.

Your responsibilities as Project Manager will include:

  • Leading, managing and conducting transportation studies, developing recommendations, and preparing reports

Studies could include:
feasibility studies, business cases, environmental assessments including master plans, area/corridor studies, surface transit, active transportation, Vision Zero and Complete Street studies as assigned

  • Preparing and/or coordinating Terms of Reference, scope of work, and study designs for required data and modelling analysis tasks on assigned transportation study assignments.
  • Reviewing, tracking, evaluating and being accountable for the work performance of external service providers with respect to contract governance and management, contract requirements, project scope, schedule adherence, cost containment, completion of required tasks and quality of deliverables
  • Oversight and coordination of modelling and analysis work undertaken by other divisions and external consultants working on road assets and/or other divisional initiatives.
  • Conducts ongoing research in the area of transportation modeling and analysis, ensuring that the most updated methods are taken into account within the City's guidelines and manuals.
  • Develops guidelines, manuals, and policies to improve and better coordinate modeling and analysis work.
  • Identifying approaches and methods of analyzing complex transportation issues and emerging trends.
  • Representing the Division on project specific interdepartmental and intergovernmental working groups and technical advisory committees.
  • Working collaboratively with other City Divisions, TTC, Metrolinx, other authorities and consultants.
  • Sharing transportation modeling and analysis knowledge, guidance and experience with Division staff upon request.

Key Qualifications

  • Postsecondary education in a professional discipline pertinent to the job function (i.e. transportation planning or engineering) or the equivalent combination of education and experience.
  • Extensive handson and direct experience in the technical development, review, and interpretation of multimodal mesoscopic and microscopic transportation analysis models using the most recent Aimsun or VISUM/VISSIM modeling platform suites and the most recent version of Synchro/SimTraffic according to industry best practices and standards
  • Considerable experience in the collection, use and interpretation of multimodal traffic count data (peak hour/daily) and travel demand data (peak period/forecast data) from macroscopic analysis tools such as EMME, TransCAD, or similar tools
  • Experience as a technical lead for conducting transportation studies and the supporting modeling for alternatives analyses in feasibility studies, business case studies, environmental assessments including master plans, area/corridor studies, surface transit, active transportation, Vision Zero and Complete Street studies, or studies with similar scope
  • Experience in manual and policy formulation.
  • Highly developed interpersonal, teamwork and leadership skills to work in and contribute to a collaborative, fastpaced and diverse team environment.
