This position provides support to the branch's operational contract managers for planning and execution of the contracts and significant procurements.

In carrying out this role, it is expected that this position will systematically and efficiently collaborate on all active and planned procurements (new or renewals) with the branch's operational contract managers, ensuring that adequate lead time is provided to properly develop and execute the procurement plan.

With a focus on the City of Edmonton's Cultural Commitments to be Safe, Helpful, Accountable, Integrated and Excellent, you will:

  • Work in collaboration with other City Departments and contract managers to ensure that the processes followed during procurement and contracting are in compliance with policy, minimize risk and maximize opportunity while meeting strategic needs
  • Ensuring alignment with Corporate models in relation to procurement, capital project management, contract and supplier management, delegation & expenditure authority
  • Provide support to Branch in evaluating all contracts within the Branches for compliance to the contract terms and conditions; and establishing a plan to rectify issues and mitigate any risks associated with noncompliant contracts
  • Evaluate Department's compliance with contract management training requirements: establish a plan to rectify issues and mitigate any risks associated with noncompliance
  • Lead and conduct Department quality assurance, quality control and preaudit program activities
  • Identify overall trends, risks and issues found during contract monitoring; evaluate their potential impact on the contract deliverables
  • Ensure a contract management plan is developed and all contracts are appropriately assigned risk profiles and work with contract managers to identify mitigation strategies through the contact management plan
  • Provide strategic and tactical advice to business units on the correct selection and execution steps for procurements from conception to execution
  • Operates as the Subject matter expert on Ariba procurement based transactions and and processes for the branch, as well as, provide guidance and interpretation of Ariba and SAP purchasing procedures, roles and system usage

Qualifications:


  • Degree or Diploma in Business Administration or Business Law or a related field
  • Supply Chain Management Professional (SCMP) or Certified Public Purchasing Officer (CPPO) would be an asset
  • 7+ years of progressively responsible contract management and procurement experience, preferably within large diverse organizations
  • Demonstrated experience in purchasing, contract management and tendering law
  • Expertise in procurement and contract trade agreements and regulations, City of Edmonton directives, procedures and standards
  • Working knowledge of records management principles and practices
  • Ability to accurately interpret contract documents for business and legal implications to the Corporation
  • High degree of familiarity with Ariba including handson experience in contract management and purchasing modules
  • Exercise sound judgment and persuasion in order to manage priorities and to enforce compliance with directives, policies and procedures
  • Strong verbal and written communications skills, including report writing and presentations with the ability to communicate complex information clearly and concisely
  • High attention to detail, independent problem solving skills and the ability to prioritize effectively especially with regard to managing multiple competing demands
  • Experience in SAP Materials Management module (Requisitions, Purchase Orders and Outline Agreements) would be an asset
  • Strong conflict resolution and negotiation skills with experience in solving complex issues
