    Health, Quality, Safety and Environment Director

    Oversee, manage, and to be accountable for the day-to-day operation and administration of an operations control centre responsible for the efficient, safe, secure and reliable operations of the rail system including ensuring that transit services are maintained or improved in accordance with service delivery requirements including the delivery of service build-up, service level changes, daily service shutdown, for normal, degraded, and emergency operations for rail systems in the Greater Toronto Area.

    Representing the organisation in terms of health, quality, safety and environment

    • Responsible for the development and implementation of health, quality, safety, security and environmental policies, standards and programs for employee and passenger activities
    • Managing regulatory affairs and ensuring compliance with regulations
    • Achieve corporate objectives and KPI's related to health, quality, safety and environment
    Lead the development and implementation of policies, standards, and programs for health, quality, safety, security, and the environment for employees and passengers

    • Assist the CEO and Directors in decision-making related to safety during testing and commissioning, as well as operational periods
    • Ensure adherence to Rail Safety policies, rules, procedures, and standards within the operation
    • Monitor and report on safety performance indicators to evaluate performance and guide decision-making
    • Ensure thorough investigations of hazards, risks, accidents, and incidents are conducted and followed through to successful resolution
    • Conduct audits and inspections to evaluate compliance with legislative and corporate guidelines, policies, and agreements
    • Foster positive relationships with internal and external customers to promote a collaborative and safe working environment
    • Maintain relationships with consortium members and manage participation in HQSE working groups, forums, and meetings
    • Coordinate with internal and external stakeholders to ensure training and competencies align with current regulatory and legislative requirements
    • Supervise team members by providing feedback on safety-related performance, mentoring, and encouraging collaborative working with all parties

    Bachelor's Degree with experience in Metro, LRT or Tramway Operations

    • Diploma in Occupational Health and Safety (an asset)
    • Certification in Environmental Management (an asset)
    • At least 10 years of relevant experience working for a rail transit project of similar scope
    • Minimum 2 years managing a rail transit project in safety and compliance
    • Experience in starting up transit operations, including staff training, preparing operation procedures and manuals, testing, commissioning, and trial runs (an asset)
    • Strong knowledge of technical issues and an in-depth understanding of rules, regulations, procedures, and operational issues related to areas of responsibility
    • A combination of strong Occupational Health & Safety and Operations experience, as well as management skills
    • Advanced computer skills and knowledge of computerized applications related to the work
    • Proven track record in managing change in complex, staff, and union-oriented environments
    • Excellent time management, planning, conceptual, consultative, and decision-making skills
    • English, written and spoken
    • Specialization in Safety and Operational Risks Management
    • International Organization for Standardization (ISO) 9000, 9001 quality management certified
