Under general direction of the Chief Financial Officer, the Manager of Finance (or "Controller") is responsible for accounting, budgeting, financial planning, reporting, internal control, and other finance-related support services to the Winnipeg Parking Authority ("WPA"), in accordance with corporate policies and accounting standards.


The position oversees professional staff within the Finance function, and ensures that processes/systems are continuously improved to provide highest quality service at the lowest achievable cost.


As a member of the WPA's management team, the Manager of Finance represents the WPA on a number of initiatives, having input into significant strategic and operating decision-making.

This position also works with the Chief Financial Officer and Corporate Controller to ensure that fiscal responsibility is maintained.

The position maintains partnerships with other City departments and external contacts such as auditors.


As the
_Manager of Finance_
you will:

  • Manage the financial function of the Winnipeg Parking Authority.
  • Carry out the controllership function for the Winnipeg Parking Authority in accordance with the City's internal services model and service level agreement.
  • Participate as a member of the Winnipeg Parking Authority's management team in the setting of longterm and shortterm plans.
  • Direct the preparation, reporting, and analysis of the Winnipeg Parking Authority's operational and capital budgets.
  • Coordinate the preparation of financial statements and reports.
  • Coordinate the Winnipeg Parking Authority's financial reports including operating and capital budgets, quarterly statements, yearend reporting, financial impact statements, financial forecasts and cost/benefit analyses.
  • Direct the preparation of the financial component of the Winnipeg Parking Authority's business plan.
  • Ensure complex funding arrangements with external agencies are in place and complied with.
  • Work with the Winnipeg Parking Authority management team in setting policies and strategic direction for assigned portfolio, and ensures that strategic and operational objectives are met.
  • Work closely with the management team to establish and implement the financial component of the Winnipeg Parking Authority's strategic plans and operational objectives.
  • Provide leadership and guidance to the Finance division (including accounting, budgeting, accounts payable, accounts receivable and collections functions) and develop/manage the division's budget.
  • Participate as a member of departmental Controllers group and corporate teams/committees, and performs other duties.

Your education and qualifications include:


  • Bachelor's degree in Accounting, Commerce, or Business Administration.
  • A minimum of four years prior related work experience.
  • Financial management experience demonstrating progressively increasing responsibilities and scope in directing, coordinating, and supporting the delivery of financial, accounting, budgetary, and administrative services/functions.
  • Experience preparing budgets complemented with knowledge of government and budget processes, including the estimates process.
  • Experience within a controllership framework or an equivalent framework or internal control process, preferably in a public sector environment.
  • Experience with operational financial planning, including change management and determining and setting priorities.
  • Supervisory and leadership experience including planning, organizing, and managing a team of professional and administrative staff.
  • Experience researching, analyzing, interpreting, and preparing complex financial information or proposals, with the objective of providing advice/direction to management and preparing financial/informational reports.
  • Working knowledge of contemporary financial management systems and tools including internal controls, risk assessment, and business plan development.
  • Thorough knowledge of Generally Accepted Accounting Principles as they are applied in the public sector.
  • Excellent verbal and written communication skills with the ability to communicate and deliver technical financial information to nonfinancial individuals/to all levels of audiences.
  • Excellent organizational skills including the ability to work with competing demands, often under stress, and the ability to meet multiple deadlines in addition to managing workflow and human and fiscal resources to meet operational demands in a changing environment.
  • Strong interpersonal skills with the ability to establish and maintain effective working relationships with a variety of people, including private and public officials, all levels of staff, the general public, and union officials.
