Under the general direction of the Manager of Assessment Services, the Area Supervisor plans, organizes and controls the day-to-day operations of an area within the Assessment Services Division.

This includes the establishment of values, the support of assessments, appropriate resource allocation and ensures the adherence to an accountability framework in relation to work assignments.

As a member of the Department Management Team, is responsible for bringing forward area issues to the attention of the Team and Manager of Assessment Services


As the _Area Supervisor, _
you will:

  • Provides direct supervision, direction and performance management to employees
  • Responsible for the production of the annual City of Winnipeg Assessment Roll, using uptodate and accurate information and in collaboration with other Supervisors in the Assessment Services Division
  • Acts as an advocate for the City at assessment tribunals.
  • Serve as a significant Department contact with external customers including the real estate community, the legal community, tax agents, other city officials and departments, assessment jurisdictions including the Province and taxpayers.
  • Create and present training sessions for assessment staff

Your education and qualifications include:


  • A professional assessment/appraisal designation (AAOM, MIMA, CAE, AACI) in good standing
  • University degree in Business Admin, Commerce or other related field or diploma in Urban Land Economics.
  • Must have six (6) years of prior related work experience.
  • Experience defending property valuations at appeal tribunals. Real estate presentations to other governing bodies would be considered (Arbitration, negotiation, expert witness testimony and litigation support, expropriation, or tax assessment appeals).
  • Previous customer service experience.
  • Previous supervisory experience.
  • Knowledge of general supervisory HR functions, such as labour relations, performance management, attendance management.
  • Demonstrated managerial ability with an emphasis on leadership, motivating and team building.
  • Ability to exercise good judgement in dealing with conflict management.
  • Demonstrated ability to establish and maintain effective professional and working relationships.
  • Advanced communication skills both written and verbal, multitasking and time management.
  • Ability to conduct presentations and/or training in large groups of internal and external stakeholders.
  • Experience working with Microsoft Office programs at a basic level (Word, Excel, Outlook, PowerPoint)
  • Knowledge of municipal taxation policies, ability to interpret legislation and work within the statutory restriction of an assessment environment.

Conditions of employment:


  • Accreditation must be in good standing.
  • Possess and maintain a valid Manitoba class 5 Driver's License.
