Reporting to the

Manager, Road Operations or Manager, Signs & Pavement Markings within the Operations & Maintenance, Transportation Services Division:

The primary function of the Superintendent of Area Road Operations & Maintenance is to provide leadership and supervision of operations and contracts within the unit.

The responsibilities may include, but is not limited to, the inspection and maintenance of roads, sidewalks, bike lanes, signage, pavement markings, and related infrastructure, street sweeping and flushing, boulevards, ditches/culverts, bridges, manual litter collection, grass cutting, safety attenuation systems, emergency repairs, resurfacing, and winter maintenance activities (salting, ploughing, snow removal), manage various operations, including sign fabrication operations.


As a Superintendent, you will lead a diverse team of both in-house staff and external contractors, maintaining effective partnerships with other City Divisions, implementing public right-of-way maintenance operations and tasks with respect to ongoing and new programs and policies for the City of Toronto.


Major Responsibilities:


  • Strengths as a communicator and problemsolver with highly developed analytical, interpersonal, human relations, negotiation and conflict resolution skills will be key in a complex municipal environment like ours, with competing interests and priorities.
  • Demonstrated experience with customer service delivery, internal/external stakeholder management and developed interpersonal skills including in relationship building, fostering positive and constructive relations. Dealing with constituents and neighborhood groups, working with other City Divisions.
  • Allocates human, fiscal, technical and material resources within assigned area. Establishes priorities in assigning work to the staff and ensures transportation facilities and equipment are properly maintained.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and issues disciplinary action when necessary.
  • Supervises, motivates, and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Ensures quality and quantity of work and services meets divisional standards and that the work is performed in compliance with all legislative regulations, including Occupational Health and Safety Act and regulations, and the Ontario Highway Traffic Act.
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Assess current policies and provides recommendations to the manager in planning, implementation and delivery of services to improve the operational efficiencies.
  • Provides input into and administers assigned Operating and Capital budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Coordinates the delivery of customer service by investigating complaints and implementing appropriate solutions on time.
  • Responsible for effective maintenance and replacement of Fleet and recommends, purchasing of new equipment's for operational needs.
  • Administers the winter communication centre that provides updates on weather conditions during snow events.
  • Coordinates the maintenance of infrastructure all classification of roads, sidewalks, bridges and structures, signage, pavement markings and debris removal. Ensures that the streets are clean and properly maintained.
  • Supervise responsibilities of both contractors and inhouse staff executing winter maintenance services for all roads, sidewalks, bike lanes and laneways within a specified geographic area.
  • Ensures the roads and expressways are closed in order to accommodate maintenance, construction and on special events within the City.
  • Coordinates contracted and inhouse winter service activities, which include road/expressway patrol, snow removal, sidewalk salting and ploughing and lane way deicing.
  • Coordinates seasonal grass cutting, Green Streets infrastructure and other horticultural maintenance activities.
  • Coordinates the fall leaf collection program.
  • Effectively utilizes the EWMS (e.g., Maximo) to assign work orders, tasks, process payments, and facilitate seamless communication with both inhouse staff and contractors.
