If so, join the Facilities and Capital Planning Branch as a Capital Planner to provide planning support and advice through all phases of the capital planning process including analysis, interpretation and advice to senior management regarding capital planning/Infrastructure requirements, procedures and processes, and responses to complex capital planning issues.

What can I expect to do in this role?: In this role, you will:

  • Develop Treasury Board submissions, Program Review, Renewal and Transformation (PRRT) notes, business planning reports and supporting documentation
  • Deliver presentations to senior management and holds briefings with central agencies to negotiate funding requests for infrastructure/leasing and resolve submission issues
  • Prepare a range of capital planning and internal financial reports, correspondence and briefing materials to support ministry capital planning initiatives
  • Research and analyze new capital planning/performance issues/processes, assess suitability for ministry use and promote ministry capital plans
  • Act as project lead in coordinating submissions across program areas including developing project plans and critical paths, scheduling activities and providing technical support/expertise
  • Liaise with various corporate support areas (e.g. finance, human resources, policy, communications, legal services) in developing business cases

How do I qualify?:


Capital Planning, Financial and Accounting Expertise: You have:

  • Knowledge of financial, economic, real estate development, and issues/trends of capital and business planning
  • Experience with the program review, renewal and transformation planning process (PRRT)
  • Knowledge of accounting principles, management/business planning and financial information systems and databases to develop financial models, track business planning projects and develop financial reports
  • Knowledge of capital planning procedures, directives and processes to develop and prepare reports, business cases and Treasury Board submissions

Analytical and Problem-Solving Skills:

You can:

  • Identify trends and potential risks for new capital planning/infrastructure projects, programs and operations
  • Synthesize financial models and formulas
  • Analyze and interpret financial requests
  • Prioritize issues and manage a number of issues/demands while meeting conflicting deadlines
  • Review business plan submissions and initiatives to ensure they reflect ministry and government key business directions

Project Management and Performance Management Skills:

  • You can lead and coordinate capital planning submissions, develop project plans and critical paths, schedule activities, provide technical support and track projects

Interpersonal and Communication Skills:

You can:

  • Provide technical advice to senior management, prepare complex reports and provide recommendations
  • Negotiate courses of action with program areas and promote approval within the ministry and central agencies
  • Liaise with various corporate support areas. other ministries, stakeholders and central agencies in developing business cases, and create presentations and submissions
