POSITION SYNOPSIS AND PURPOSE:


Reporting to the Director of Environmental Services & City Engineer is responsible for prioritization, planning, design, and delivery of municipal infrastructure renewal projects and asset management.

Provides leadership, technical expertise, and professional responsibility for design activities. Manages, mentors, and develops staff. Leads and prepares service area vision, goals, and objectives.


MAJOR RESPONSIBILITIES AND ACCOUNTABILITIES:


Infrastructure Renewal (90%)

  • Directs annual roads condition survey and verify results
  • Checks annual watermain and sewer risk mapping updates
  • Liaises with other service areas to obtain infrastructure renewal priorities
  • Prepares and updates ten year Capital Plan using road, sewer and watermain risk mapping, inputs from others, ongoing and/or future development projects and historic funding envelopes
  • Based on 10 year plan, prepares list of projects complete with estimates taking into account available resources for following year and historical funding for review and approval by Director
  • Prepares, organizes and presents project lookahead data to utilities and collaborates to ensure a coordinated approach
  • Procures and manages geotechnical, geoenvironmental and hydrogeological investigations
  • Procures and/or assigns and provides guidance for preengineering topographic surveys
  • Procures and/or directs procurement of CCTV sewer data
  • Advises and recommends underground infrastructure rehabilitation strategy based on CCTV
  • Organizes projects in time and space to ensure person resources are available
  • Directs preparation, provides guidance, and checks all necessary permits including supporting documentation for projects including but not limited to ECA, KCCA, EA, MTO, KCCA, CN/CP, ERTH. Supporting documentation including hydrology reports, traffic management plans and environmental protection plans
  • Directs design preparation, provides guidance and checks and takes professional responsibility for drawings, tables and reports
  • Identifies need and directs procurement of subconsultant design services such as traffic signal wiring and commissioning, riparian area design and photometric modelling
  • Directs preparation, provides guidance and checks tenders and special provision specifications
  • Develops construction website for resident information purposes and checks to ensure data is current and kept up to date
  • Develops/directs preparation and checks templates for various construction communications to residents including Construction Advisory Notice, galvanized water service advisory, garden conflict notice, new sod, asphalt, concrete and curb door hangars
  • Provides guidance during tender period and checks addendums
  • Directs analyses bid unit prices and preparation of report recommending or not recommending to council award of contracts and checks
  • Involved in negotiating contracts for the City
  • Oversees preparation and checks social media releases
  • Guides communication to Canada Post to facilitate continuance of mail delivery during construction
  • Guides preparation of preconstruction agenda and attends meeting
  • Oversees and guides project contract administration
  • Directs preparation of and checks responses to Request for Information, Site Instructions, Notice of Contemplated Changes, Change Orders and Payment Certificate
  • Reviews and makes decisions regarding contractor claims for extras
  • Negotiates with contractors to resolve issues and claims for extras
  • Coaches and directs staff regarding homeowner damage claims and homeowner personality conflicts
  • Liaises with homeowners regarding issues or claims, reviews with staff, contractor and any other applicable parties and provides direction with course of action including direct communication with homeowners as required
  • Directs the monitoring and ordering of consumables by staff and develops tracking systems
  • Directs the monitoring and equipment accuracy verification of survey equipment and develops tracking system
  • Develops tender document templates for use by staff
  • Reviews biannual revisions to Ontario Provincial Standards and consultants stakeholders and revises supplemental specifications as required
  • Administers annual review by external and internal stakeholders of Standard Contract Documents, receives inputs, reviews and decides on revisions
  • Stays current on new technologies/equipment/construction methods and legislation
  • Liaise with hospital, schools, businesses, industry, community groups and downtown associations to communicate construction impacts, develop mitigation strategies and incorporate into project designs
  • Prepares project status reports f or council
  • Attends workshops and conferences
  • Responsible for $2 30M dollar annual capital budget and $1M operating
  • Keeps up to date on new legislation and industry issues and provides internal training to staff when required
