The Ministry of Children and Family Development provides services that support healthy, safe environments where children are connected to their family and community.

The ministry delivers most of its services locally through contracted agencies as well as through centrally administered provincial programs.

The Procurement Branch is the central point of contact for all the procurement activities for the ministry. In addition, the branch is responsible for contracted sector initiatives, strategic procurement, planning and policy.


The Procurement Manager is responsible for developing, recommending, interpreting, implementing, and monitoring corporate policy with respect to the planning, tendering, award, and administration of procurements, including monitoring and evaluation.

The position provides expertise and direction as well as technical and professional advice to the Ministry Executive, Executive Directors of Service, Provincial Office Executive Directors, Directors, Community Services Managers, and staff in procurement and contract planning and development, negotiation, performance evaluation, and contract dispute resolution.

The position leads local and provincial procurement and contract related projects and participates in various ministry wide projects related to procurement transition and service redesign.


Job Requirements:


  • Bachelor's Degree in law, business administration, commerce, public administration, or related discipline. Applicants who have an accounting designation (CPA-CA, CGA, or CMA) may be considered equivalent. An equivalent combination of education and experience may be considered.
  • Minimum of two (2) years experience in the full procurement life cycle and analyzing complex issues, evaluating options, and recommending solutions.
  • Minimum of two (2) years experience advising a diverse client caseload on procurement and contract management in a riskbased environment.
  • Minimum of two (2) years experience leading projects and/or large project components with multiple stakeholders.
  • Minimum of two (2) years of experience leading geographically dispersed teams, including developing and evaluating employee performance goals, coaching, team building and mentoring.
  • Minimum of one (1) year experience negotiating contractual agreements and solutions to compliance issues.
  • Minimum of one (1) year of experience developing and managing complex programs and/or procurements.
Preference may be given to applicants with who have one or more of the following:

  • Three (3) years of experience leading projects and/or large project components with multiple stakeholders.
  • Experience developing and managing complex programs and/or procurements.
  • Experience negotiating/mediating solutions.
  • Experience leading a significant organizational change management or business transformation initiative.

  • Travel is a requirement, must be willing to travel routinely
