The Health, Safety, Environment Advisor is responsible for the implementation, administration and maintenance of the Black & McDonald Health, Safety/Environment programs within the Region.

Ensure compliance with all applicable Federal, Provincial, Municipal Regulations, and Customer requirements for working in a Nuclear Facility.


Work closely with trades Supervisors and Site Managers and others to support safe work execution by ensuring programs compliance and effectiveness.

Perform functions associated with but not limited to accident / incident prevention, human performance event-free framework, event free tools, investigation techniques, coaching, mentoring, and statistical analysis.

The HSE Advisor will support our operations and is located on the designated client site, reporting to the HSE Manager and is responsible for:

  • Monitoring all aspects of the work to ensure Line Management is meeting the HSE requirements including legislative, company and client safety policy and procedures when applicable.
  • 75% of time is spent performing field observations and assessments of the work being performed. Documents and reports observation findings and field reports to Trades Superintendent, Subcontract Coordinator and Site Manager for action.
  • Assisting with development of safe work practices and job procedures.
  • Attending daily/weekly project meetings including prejob briefings, postjob briefings.
  • Preparing and occasionally deliver toolbox talks.
  • Conducting investigations of workplace medical aid or loss time incidents or as directed by the HSE Manager.
  • Conducting random workplace inspections to ensure compliance with company policy and legislation.
  • Delivering information training sessions and new employee orientation.
  • Ensuring appropriate practices and procedures are provided to supervisory staff.
  • Issue rapid responses and corrective action notices.
  • Liaising between PGR Management, Human Resource, Human Performance and HSE team.
  • Participating in safety commit processes
  • Providing HSE indicators on project activity
  • Reviewing and investigate all incidents, injuries and events and tracking in HR Information System
  • Reviewing incident and inspection reports completed by supervisory staff and monitor corrective action(s).
  • Review and communicate policies, systems and procedures that optimize HSE performance and supports initiatives undertaken by the Management Team.
  • Coordinating investigations and other efforts with the HSE manager.
  • Advising, assisting and coaching Managers, Supervisors and Trades personnel with:
  • HSE hazard identification and control
  • Inspections
  • Investigations
  • Pre Job Brief and Post Job Debriefs
  • Reports
  • Orientation
  • Training requirements
  • Job/project Safe Work Plans
  • WSIB management
  • Early and safe return to work programs

EDUCATION REQUIREMENTS

  • Completion of Grade 12

WORK EXPERIENCE REQUIREMENTS

  • A Construction Safety Advisor designation or better from a recognized safety training organization such as a Provincial Construction Safety Organization.
  • Ongoing discipline related training appropriate to health, safety & environmental issues and programs.
  • Proven experience and continued training in Safety, Human Performance, Continuous Improvement programs, processes, projects and initiatives.

SKILLS, ABILITIES, AND OTHER REQUIREMENTS

  • Demonstrated ability to collaborate with a variety of people in a professional manner
  • Strong analytical and critical thinking skills
  • Excellent verbal and written communication skills
  • Basic Computer Literacy and working knowledge of Microsoft Office Suite of programs
  • Flexible team player with the ability to function independently while working in a team environment
  • Knowledge of applicable laws, government regulation and documentation requirements to the role.
