Description

Under the General Direction of the Manager of Innovation and Technology, the Information System Project Leader is fully responsible for undertaking medium to large size information systems projects as required by the Transit operating divisions to provide effective, efficient service to the public.

Specifically, the Project Leader will be responsible for a major undertaking to modernize Winnipeg Transit's bus radio communications and Intelligent Transit System.


As the Project Leader
you will**:

  • Perform detailed systems analysis in order to determine the requirements, specifications and feasibility of information system projects.
  • Prepare detailed system design specifications for medium to large information systems which the Transit department will acquire or develop internally or externally.
  • Execute and/or delegate the key tasks in the acquisition of medium to large information systems from sources external to the Transit department or the City.
  • Manage the project team assigned to undertake medium to large size information systems development, implementation or maintenance projects.
  • Manage the production implementation of information system projects.
  • Manage procurement activities, vendor relationships, and support contracts.
  • Create documents for competitive bidding processes and evaluate submissions.
  • Plan and monitor IT systems capacity including host systems, network, and servers.
  • Supervise team staff.
  • Perform IT research and development.

Your education and qualifications include:


  • Bachelor degree in Computer Science or an equivalent combination of training and experience.
  • Extensive indepth understanding of information technology architectures, trends, industry directions, product capabilities.
  • Leadership and management abilities with proven knowledge of administrative practices.
  • Previous supervisory experience would be an asset.
  • Ability to work under stressful conditions.
  • Experience in project and change management in a rapidly changing environment.
  • Ability to think abstractly and creatively.
  • Ability to analyze information quickly and make sound decisions with mínimal supervision.
  • Excellent interpersonal skills with the ability to establish and maintain relationships with various stakeholders, such as; staff, senior administrators and external contacts in accordance with the Respectful Workplace Administrative Standard.
  • Effective verbal communication skills.
  • Effective written communication skills.
