  • Reporting to the Managing Director, Diversity and Inclusion and supervised by the Director, Regional Planning (Planning and Development) the Advisor, D&I
  • P&D will support activities in P&D to establish longterm and meaningful relationships with traditionally underrepresented communities. The Advisor is responsible for providing analysis and advice to HRM staff and management on the integration and alignment of the needs of diverse communities within the overall design of P&D plans, policies, programs, community engagement and services. The Advisor will support the implementation of the D&I Framework, including organizational policies, processes, and procedures to improve the delivery of municipal services to diverse communities.

DUTIES AND RESPONSIBILITIES:


Planning and Development Responsibilities:


  • The D&I Advisor participates on departmental projects, initiatives, and programs in support of business transformation in the area of diversity and inclusion.
This individual works as a member of the Regional Planning Team, and will assist in supporting work such as the following:


  • Maintain a current knowledge of the latest trends in municipal diversity and inclusion practices in P&D across the country
  • Collaborate with Business units on municipal government programs, policies and service related to D&I with respect to P&D
  • Identify and articulate barriers to the equitable delivery of P&D services to diverse communities
  • Providing analysis and advice to HRM staff and management on organizational policies, processes, and procedures to improve community engagement and the delivery of municipal services to diverse communities

Corporate Responsibilities:


  • Work with senior management on key issues/developments related to diversity, equity and inclusion and provide support for developing strategies to address them
  • Lead implementation of specific council priorities, including the Corporate Diversity and Inclusion Strategy
  • Provide analysis, advice and briefings to HRM staff and management on the integration and alignment of the needs of diverse communities to HRM within the overall design of municipal programs and services.
  • Develop and support partnerships with community leaders, public/private agencies and organizations and other levels of government for the development of programs, services, municipal policy, and legislation that will improve the quality of life of diverse communities in HRM
  • Pilot and lead innovative community engagement programs and techniques with different communities in HRM
  • Contribute to the development of an organizationwide D&I framework
  • Produce a range of deliverables including reports, presentations, and briefing notes, set priorities, create a productive work environment, demonstrate and focus on results, produce tangible and effective work outcomes
  • May perform other related duties as assigned

QUALIFICATIONS

Education and Experience:


  • Undergraduate Degree (preferably in behavioral sciences, planning, HR management, social sciences, education, communication, human relations, education, or other relevant discipline)
  • Minimum of three (3) to five (5) years of directly related experience working with local African Nova Scotians and African descent communities
  • Extensive experience in the field of equity, inclusion and diversity
  • Experience working in a diverse and decentralized organization, ideally in the public sector. Experience in dealing with significant organizational change
  • Experience in developing constructive working relationships with local African Nova Scotians and African descent communities
  • Experienced and knowledgeable in recruitment/selection, training, change management, workplace diversity, and other Human Resource programs and services
  • Experienced and knowledgeable in consultation, facilitation, strategic planning and project management skills

Technical/Job Specific Knowledge and Abilities:


  • Ability to clearly and persuasively, orally and in writing, present ideas and recommendations that involve complex and politically sensitive issues to management, decisionmaking bodies, committees, applicants and citizens
  • Ability to exercise sound independent judgement and reach appropriate conclusions within broad policies and guidelines
  • Ability to establish and maintain effective working relationships with all levels of HRM management, staff, applicants, community representatives, the development community, media representatives, and the public
  • Ability to promote and adhere to the principles of teamwork including participation, shared responsibility, open communication, trust and mutual support
  • Ability to demonstrate a professional approach while being resultsoriented and a leader who displays initiative, integrity and enthusiasm
