The Opportunity:
In consultation with the Director, provides leadership, expertise, and guidance to senior leaders and HR program areas in the design and implementation of organizational structures, strategies and plans enabling the Region to achieve its desired results, and convey the "why" of the organization's mission, vision, and values.
Manages the design, development, delivery, and evaluation of inclusive, data-informed and leading practice Organization Development (OD) Programs and projects including talent management, leadership effectiveness, performance enablement, employee engagement, change management, onboarding, career management and organizational design to enhance the organization's ability to learn, adapt, and change.
Leadership, to assess OD and talent management needs, develops, and implements progressive and responsive strategies to build leadership bench strength, create a succession pipeline of competition-ready talent, and create a culture of development that enables employees to build and grow their careers.
Manages key transformational change initiatives, frameworks, and strategies across the HRC Department to help build the workplace of the future.
Using your knowledge and skills you will manage OD strategies and related programs including the research, design, development of surveys, needs assessments and analysis to inform the effectiveness and efficiency of the corporate OD program and act as a liaison and advisor to leadership and facilitates OD initiatives across the organization.
You will manage communication strategies for related programs and services and identify opportunities to enable leaders to enhance the employee experience, facilitate proactive and effective change management, and support the Region's growth and strategic plan outcomes.
You will manage the corporate talent management program and related strategies to attract and retain top talent, optimize the workforce, and enable employees to build and grow their careers.
You will have the opportunity to partner with leadership to build and enhance capability development programs and approaches that drive our talent strategy forward including competency profiles, skills assessments, 360 feedback, talent mapping, performance calibration, succession planning, and career management.
Using your professional knowledge, you will recommend a leadership development infrastructure and curriculum which supports excellence, equity, and leadership effectiveness to enable corporate objectives and strategy, in alignment with corporate values.
You will lead, develop, and continuously improve the New Employee Corporate Orientation and onboarding program in collaboration with key stakeholders (e.g., learning & development, HR Partners, HR managers) to effectively engage, inform and orient new employees and leaders to the Region.
You will manage and develop the design, strategy, and framework for employee culture, experience, and performance to guide the development and delivery of HR programs and services in a complex municipal environment.
You will lead employee engagement, recognition and appreciation programs and initiatives to improve employee engagement, foster an organizational culture of appreciation and enable an exceptional employee experience.
You will provide OD guidance to HR People Partners and HR department program managers to enable operational outcomes that align with overall strategy and goals.
You will monitor and assess programs and initiatives, such as leadership training outcomes, employee culture surveys, and related data using a metrics-based approach.
You will manage reporting and analysis of key metrics, scorecards, and reporting mechanisms, make recommendations and use data analysis to guide decision-making, program planning and evaluation.
