Human Resources Officer, the
Human Resources Manager will be responsible for execution and delivery of high quality human resources systems to Norfolk General Hospital, Norfolk Hospital Nursing Home and community partners, ensuring compliance to legislation, collective agreements and policies with an end result of operational success and a positive impact to employees.

The
Human Resources Manager plays a key strategic role in supporting the organization's leaders in integrating Human


Resources best practices and programs and supports management decision making with proactive advice and solutions designed to meet current and future business needs.

Responsibilities

  • Consistently supports and communicates the Mission, Vision and Values of Norfolk General Hospital;
  • Assists with collective bargaining in accordance, with established standards, procedures, and timelines.
  • Coordinates the grievance and arbitration procedure and related processes, working toward early resolution in accordance with individual collective agreements and working in partnership with Union leadership to address and resolve employee issues.
  • Manages and provides direction to the recruitment team
  • Completes investigations and makes recommendations for resolution/outcomes.
  • Supports complex absence management, disability and return to work cases in conjunction with Occupational
Health Services.

  • Partners with Leadership to design initiatives to enhance team and department functioning and manage change initiatives.
  • Leads and/or participate in the execution of various components of the Human Resources Plan to enhance service delivery within the organization.
  • Researches, administers and assists in the development of human resources policies and procedures;
  • Ensures that internal practices, policies and procedures comply with current legislation, best practices and
Hospital needs; recommends changes where appropriate and advises on potential implications;

  • Provides advice, information and interpretation to staff
  • Coordinates benefit and pension administration;
  • Coordinates employee recognition programs & special events;
  • Coordinates HRIS, records and paper personnel files;
  • Other duties as assigned.

Position Qualifications

  • University degree or college diploma in a relevant discipline;
  • CHRP designation;
  • Expertise and superior knowledge of legal principles and framework associated with all aspects of Labour Relations
(including collective bargaining, grievance arbitration, discipline and discharge, progressive performance management, attendance management etc.).

  • Demonstrated skills and experience in leading workplace investigations and advising, guiding, educating and supporting leaders in managing their human resources capital and strategic business objectives.
  • Solid knowledge of Human Resources policies and procedures, and employmentrelated legislation ( _Labour Relations_
  • Act, Pay Equity Act, Human Rights Code, Occupational Health and Safety Act, Workplace Safety and Insurance Act,_
  • Employment Standards Act, Hospital Labour Disputes Arbitration Act _etc).
  • Excellent communication, interpersonal, organizational and customer service skills, with sound judgment, conflict resolution and problemsolving ability;
  • Must be able to work independently on multiple projects with changing priorities;
  • Solution oriented able to take initiative, to think and plan independently;
  • Comprehensive computer skills including proficiency in MS Office (Excel, PowerPoint and Word);
  • Experience with Meditech an asset.
