The Role


The Manager, Labour Relations will report to the Director of Human Resources and will lead a small team of labour relations experts who are responsible for the development and implementation of a variety of labour relations strategies to support the organization.


What you will do in this role:

  • Develop and implement progressive labour relation strategies.
  • Provide guidance and assistance to clients and human resources staff on labour relation matters.
  • Form strong and collaborative relationships with clients and bargaining unit representatives.
  • Act as the Region of Peel's spokesperson during collective bargaining negotiations.
  • Develop and manage the bargaining strategies, conduct labour market research and gather requirements from business leaders to support negotiations and arbitrations.
  • Be accountable for managing the administration of collective agreements for over 3000 unionized employees.
  • Be accountable for progressive grievance, mediation and arbitration outcomes.
  • Partner with leaders from all regional departments on matters relative to labour relations issues and strategies.
  • Partner with Human Resources managers to ensure the delivery of seamless, cost effective, high quality and technically sound human resources services to all regional staff.
  • Participate in the development and delivery of Human Resources Business Plan and other divisional initiatives.

What the role requires:


  • Relevant university degree in human resources, industrial relations or business combined with a minimum of eight (8) years of human resources experience
  • Five (5) years demonstrated inclusive leadership experience with a proven ability to build, mentor, coach, engage, and motivate a team of Human Resources professionals
  • Expert knowledge of Human Resources practices, theories, trends and legislations with special emphasis on employee and labour relations
  • Expert knowledge of relevant employment legislation and the ability to interpret legislation and contract language. Combination of education and experience may be considered.

  • Excellent interpersonal skills with the ability to deal effectively with individuals, groups and external agencies
  • Ability to establish and maintain effective working relations with management, staff, clients and union representatives
  • Demonstrated success in building and maintaining strong teams and ensuring high standards of professional service is delivered.
  • Proven success in building and maintaining strategic relationships
  • Proven communication skills, including decision facilitation, influence strategies and change management.
  • Demonstrated report writing, analytical and project management skills to meet program objectives and work to tight deadlines
