Overview:


As the Vehicle Safety Specialist you will be responsible for the planning, coordinating and developing business studies to resolve complex business problems, and presents solutions with recommendations for the implementation of new or enhanced reporting or services, or improvements to the Vehicle Safety Inspection Programs.

The Specialist will also identify and analyze trends and issues relating to vehicle and transportation safety to recommend solutions. Solutions are provided to other divisions, external agencies, brokers and/or customers.


Responsibilities:


  • Plans, develops and implements training for Vehicle Safety Officers, Peace Officers
  • Reviews evidence against permit holders and other alleged violators under consideration for sanctioning, and ensures cases can meet the appropriate burden of proof to successfully proceed in the administrative, quasijudicial or court level arenas
  • Develops, implements and trains internal and external stakeholders on relevant investigations and techniques
  • Acts as a point of contact with external stakeholders as it relates to Vehicle Safety's inspections program enforcement
  • Provides support and analysis on fleet safety inspections for commercial fleets and provides information and recommendations on legislation and compliance, interpretation and implementation
  • Monitors vehicle dealers in Manitoba to ensure compliance with The Highway Traffic Act (HTA) and The Drivers and Vehicles Act (DVA)
  • Interprets legislation and provides coaching to internal and external stakeholders on compliance with program requirements
  • Provides leadership in continuous improvement within the department, and is a key resource in the adoption of industry best practices
  • Provides advice to project teams or other staff on how to approach or resolve policy, legislative or business issues
  • Leads, trains, directs, guides, and evaluates performance for project teams or other staff to ensure high levels of quality and productivity
  • Develops and supports others in the development of business requirements and specifications for changes and enhancements to systems or programming
  • Implements solutions in the existing model of the Vehicle Safety Inspection Programs
  • Oversees or liaises in the development of associated business rules and procedures, documentation, and training within Vehicle Safety Inspection Programs
  • Responsible for the development and implementation of detailed work plans necessary to introduce new or enhanced processes within Vehicle Safety

Qualifications:

  • Canadian Law Enforcement Program, or certificate or diploma in Business Analysis, Project Management or related discipline
  • Six years of progressive experience performing research and analysis, and interpreting and enforcing legislation in an enforcement environment
OR

  • Degree in Criminology, Commerce, Business, Public Administration, or related discipline
  • Four years of progressive experience performing research and analysis, and interpreting and enforcing legislation in an enforcement environment

In addition to the above:

  • Experience working with vehicle inspection standards is an asset
  • Experience in a leadership capacity is an asset
