The Kawartha Pine Ridge District School Board (KPR) offers a world-class education for approximately 34,000 students in 87 schools.

Spanning over 7,000 square kilometers, across diverse rural and urban communities in southeastern Ontario, KPR serves the Municipality of Clarington, Northumberland and Peterborough Counties, and City of Quinte West/Murray Ward.

As part of our strategy to provide on-going support for our schools, the Board is now accepting resumes from qualified applicants for the full-time position of Human Resources Officer, Staffing.


The purpose of the Human Resources Officer, Staffing position is to provide resources to all levels of management including consultation and advice with respect to teaching and non-teaching staffing issues, interpreting collective agreements, employment legislation and Board policies; co-ordinate the hiring of teaching and non-teaching staff; approve or deny requests for leaves; produce ad hoc reports; converse with outside agencies and the public; and, cross-train, share and work interactively with others.


This position requires the highest degree of confidentiality and discretion as the duties involve working directly with various stakeholders and information, both internal and external to the Board, regarding highly sensitive and personal matters.


Main Responsibilities:


Provide advice and guidance to elementary, secondary, occasional and support staff employee groups through understanding and interpretation of collective agreements and compliance with applicable employment, recruitment/selection, procedures, legislation and Board policies as it relates to Staffing initiatives for respective client groups.

Provide support on an ad hoc basis to other client groups.

Authorize salary changes, transfers, leaves of absence, resignations, retirements, and new hires to ensure accurate maintenance of records.


Coordinate preparation of correspondence and acknowledge approval or denial of requests for leaves of absence, retirements, resignations, and other leaves as per ESA and Collective agreements and maintain summary reports.


Coordinate the posting and advertising of vacancies for respective client groups which includes completing FTE audits and creating and closing external/internal postings.

Coordinate the interview process including scheduling, interview packages and logistics.

Coordinate and schedule pre-employment assessment, testing and/or training.


Prepare and send offers of employment for new employees, monitor the completion of conditions of employment, and distribute Employee ID numbers.

Respond to inquiries from internal and external sources regarding employment opportunities, as well as inquiries from current employees.


Provide support to Principals and School Superintendents with sourcing and selecting qualified teaching and non-teaching staff for specific roles as required.

Support Staffing and Labour Relations meetings as requested.


Work cooperatively and collaboratively with various departments across the System to provide assistance as directed and to develop innovative solutions within human resources.

Perform other duties as assigned.


Education & Experience Required:

Post-secondary degree or certificate (i.e. university, college or technical training) completed in Human Resource Management, or equivalent education.

Human Resources Management Designation (CHRP, or equivalent) is considered an asset.

One to three years of related experience working in a progressive Human Resources environment (public sector environment is preferred).


Specialized Skills Required:

Experience working in a unionized environment.

Experience in the administration and interpretation of collective agreements.

Advanced level skills and experience in word processing, spreadsheet, database, and HRIS information systems.

Experience with HRIS systems systems considered an asset.

A commitment to service excellence.
