Position Summary:


Reporting to the Senior Manager, Payroll, the Payroll System Specialist provides expertise in PeopleSoft Payroll (i3Payroll), CAAT Pension bolt-on, and OnBase, with a focus on maintaining data integrity.

The incumbent ensures compliance with CRA requirements, conducts system updates in collaboration with ITS and HR, facilitates staff training and policy updates, supports bi-weekly payroll confirmation, addresses HR inquiries, and ensures timely year-end reporting according to CRA timelines.

Additionally, they respond to inquiries, generate reports, and provide data reconciliation and analysis as needed.


Responsibilities:


System Maintenance

  • Ensure system configuration aligns with CRA guidelines.
  • Manage CAAT customization requirements.
  • Administer collective union agreements.
  • Adhere to Seneca policies and benefit programs.

Quality Assurance

  • Conduct ongoing data reviews for system functionality.
  • Establish and maintain Change Control procedures for payroll system maintenance.
  • Monitor and review impacts of Oracle PeopleSoft updates on college payroll.
  • Conduct unit testing and provide support for user acceptance testing.
  • Support PeopleSoft integration with various systems.
  • Document detailed functional analysis and maintain updated system documentation.

Payroll Projects/Process Improvements/Analysis/Configuration

  • Provide leadership in system implementation, upgrades, and configuration changes.
  • Lead and participate in testing teams for various projects.
  • Administer payroll systems (PeopleSoft, CAAT Bolton, OnBase, Intranet, etc.).
  • Support implementation of new payroll program changes and future initiatives.

Reporting Analysis

  • Provide support and gather requirements for accurate report development.
  • Prepare client and program reports periodically, addressing any issues and generating new reports.
  • Enhance existing reporting needs.
  • Validate information on reports for accuracy and ensure peer review before release.
  • Process business inquiries accurately and timely, including reporting and reconciling data for process accuracy.

Other Duties as Assigned

  • Manage highly confidential information with professionalism, ensure employee privacy is respected and data confidentiality is maintained.
  • Stay updated on current developments in technology, collective agreements, and best practices.
  • Provide support for biweekly payroll confirmation and yearend reporting, including T4/T4A slips, T2200, etc.
  • Undertake other special projects as required.

Qualifications:


Education

  • A minimum of three (3) year Diploma/Degree in Computer Studies, Business Administration, Accounting or Payroll.
  • Completion of, or working towards obtaining, a Payroll Leadership Professional (PLP) designation through the National Payroll Institute is requirement.

Experience

  • A minimum of three (3) years of relevant work experience in fullcycle payroll processing, including yearend reporting using PeopleSoft-Payroll for North America.
  • Proficient in PeopleSoft reporting and analytics.
  • Extensive project management experience.

Skills

  • Proficient in PeopleSoft HCM modules, including Finance for payroll GL integration.
  • Demonstrated database management skills within the payroll module.
  • Skilled in Report/Query writing tools or SQL for report generation.
  • Leadership and facilitation skills in project management, engaging stakeholders at different levels.
  • Indepth understanding of legislation and labor contracts, especially compensation provisions in Collective Agreements, Administrative Terms & Conditions of Employment, Employment Standards Act, Human Rights Code, Employment Insurance Act, and relevant Revenue Canada Agency regulations.
