Job Summary


This position reports to the Senior Manager, Real Property and is primarily responsible for providing support to client departments with real estate needs including negotiation of leases, licences, acquisition, disposition, Permission to Enter, easements and other limited interest agreements on behalf of the City of Markham, including site analysis and appraisal evaluations.

Duties also include preparing reports for internal departments and municipal council, preparation and examination of various real estate agreements. Manage external consultants such as legal, appraisers and environmental specialists.


Roles and Responsibilities

  • Conduct negotiations and transactions involving various property owners. Make recommendations concerning acquisitions, expropriations, and other types of transactions.
  • Review the City's leasing portfolio to ensure renewals are negotiated and executed in a timely manner.
  • Manage the outsourcing of real estate service providers. Liaise with internal departments, external lawyers, appraisers, and other consultants as part of due diligence activities required to fulfill goals and objectives.
  • Secure necessary approvals, agreements with other levels of government and public interest groups as necessary. Manage obstacles of a municipal and administrative nature by fostering partnerships within government and engaging key stakeholders in a consultative and collaborative process.
  • Prepare comprehensive real estate documents, transactions, agreements, responses to public inquiries, briefing materials, business cases and regular reporting on assigned projects, while working with Engineering, Legal Services and other departments as necessary.
  • Prepare and deliver Powerpoint presentations to senior staff, executives and members of Council
  • Proactively review asset base to identify and realize on revenue generating and cost reduction opportunities.
  • Act as a key member of the Real Property Group, provide expertise with respect to valuation of property, review and critique of appraisal reports, value enhancement opportunities, strategic planning and policy/procedural improvements.
  • Provide/source economic intelligence and advice on sector trends, emerging issues and market conditions.
  • Other special projects as assigned by the Senior Manager, Real Property
  • Conduct cost/benefit analysis and other financial analysis in support of recommended solutions where applicable.

Requirements:


  • University degree with a focus on one of the following: Real Estate, Economics, Property Evaluation; minimum of 3 years of real estate experience, preferably in municipal or public sector environment.
  • Strong organizational skills; the ability to work with minimum supervision; excellent interpersonal, written and communication skills.
  • Good working knowledge and understanding of Property Agreements (i.e. Acquisition, Disposition, Lease, Licence, Permission to Enter) with an ability to draft and interpret typical clauses.
  • Creative thinker with ability to devise innovative solutions to complex problems, and bring forward recommendations for winwin solutions.
  • Value driven and results orientated.
  • Ability to prioritize competing demands, perform under pressure and manage ongoing projects and deadlines.
  • Superior understanding of property valuations and Highest and Best Use analysis
  • Thorough knowledge of real estate best practices and principles in a public sector environment
  • Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, teamwork, initiative/self management and accountability.
  • Strong negotiation and conflict resolution skills required to influence decisions and conduct successful negotiations, at times under challenging or controversial conditions
  • Understanding of municipal procedures and an ability to navigate politically sensitive issues.
  • Demonstrated ability to prepare comprehensive reports, briefing notes and presentations.
  • Ability to be flexible and adaptable under changing conditions during meetings with various stakeholders.
