The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly.

ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization.

ANB's work programme is distributed within Air Navigation Capacity and Efficiency (AN), Aviation Safety (SAF) and Monitoring and Oversight (MO).

SAF and AN are responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), as well as producing yearly safety and air navigation status reports.

These areas within the Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO.

The Bureau also develops related procedures and guidance material.


Through the Universal Safety Oversight Audit Programme (USOAP), the Bureau is responsible for the identification of safety deficiencies in Member States by conducting various USOAP activities such as safety oversight audits and ICAO Coordinated Validation Missions (ICVMs) and assessing associated safety risks.

It is also responsible for reporting on audit findings and for determining the impact on aviation safety arising from the lack of effective implementation of the critical elements of a safety oversight system.

The Bureau has a responsibility for the delivery of USOAP training courses including the development of e-learning activities to support the programme.

The success of the USOAP Continuous Monitoring Approach (CMA) is therefore dependent upon technical experts from ICAO.

Technical Co operation Bureau (TCB), Member States and international organizations, being trained on, and maintaining their currency in the USOAP CMA methodology.


The incumbent reports to the Deputy Director, Monitoring and Oversight (DD/MO), Air Navigation Bureau and is responsible for the overall management and administration of activities providing tactical support for the USOAP CMA, as well as the management of the Electronic Filing of Differences (EFOD) programme in accordance with the ICAO Procedures and Principles on the Use of the Electronic Filing of Differences (EFOD) System, approved by the Council.

S/he works independently in order to provide advice and prepare accurate and timely reports to support the work programme of MO.


Responsibilities:

Function 1 (incl. Expected results)

Manages and monitors the operation of the ICAO Universal Oversight Audit Programme Continuous Monitoring Approach (USOAP CMA) online framework (OLF), achieving results such as:

  • Coordinate with the Safety and Air Navigation Oversight Audit (OAS) Section in order to ensure that the OLF properly reflects, and is harmonized with, all areas of USOAP CMA (i.e. Protocol Questions, processes, workflows etc.).
  • Liaise with representatives of Member States on issues related to the OLF.
  • Implement functional requirements for any modifications and maintenance to the OLF.
  • Verify and ensure the timely and acceptable user support for OLF users, both internal and external.
  • Liaise with other ICAO stakeholders, in order to develop innovative and beneficial (to aviation safety) approaches to using the data gathered in USOAP CMA databases.
  • Manage and verify maintenance of CMA information on public and secured websites.
  • Manage software development projects emanating from requirements for additional and/or updated workflows (both within USOAP CMA and out). Enhance and support development of the Universal Security Audit Programme (USAP) electronic tools.
  • Formulate and assign system modification tasks using established team/project management tools.
Function 2 (incl. Expected results)

Leads and supervises activities of the Oversight Support Unit (OSU) staff members and manages the Unit's resources, achieving results such as:

  • Ensure the efficient and effective use of the Unit's allotted resources.
  • Produce a standardized draft budget for the Unit, according to ICAO's financial guidelines.
  • Assist in the preparation of triennial budgets.
  • Supervise OSU staff, including humanresource related issues such as post descriptions, vacancy announcements, career development, training requirements and performance assessment.
Function 3 (incl. Expected results)

Supports the continued activities of the USOAP CMA, achieving results such as:

  • Develop and coordinate the planning of USOAP CMA activities, such as ICAO Coordinated Validation Missions (ICVM) and CMA audits, based on requirements provided by OAS.
  • Manage scheduling of USOAP CMA offsite activities in order to ensure priorities and efficiencies are respected.
  • Screen and select team members for CMA activities.
  • Secure issuance of UN security clearances for travelling team members.
  • Supervise timely issuance of team member releases and State notification communicatio
