Position Summary:

The HDSB recently introduced a Work from Home Administrative Procedure.

In accordance with this Administrative Procedure and with the approval of the immediate supervisor, employees who work at HDSB administrative sites may work from home for up to 50% of their regularly scheduled hours.

The HDSB offers funding for professional development in accordance with the Terms and Conditions of Employment for management and administration support staff.

Key Responsibilities

Provide system leadership and guidance with respect to matters of privacy, access, and records management investigations

Investigate privacy breaches in all schools and all departments and respond accordingly per MIFIPPA and PHIPA requirements

Respond to Freedom of Information (FOI) requests, including communicating with requesters and staff, collecting and reviewing responsive records, and determining what material is refused, redacted, and released per MFIPPA and PHIPA requirements

Provide system leadership and guidance with respect to privacy, access, and records management audits

In collaboration with school and departmental leadership, assess school and departmental training needs with respect to privacy and records management audits

Assist schools and departments across the system with privacy and records audit preparations

Conduct privacy, access, and records management audits of school and departments across the board

Issue direction and ensure corrective actions based on audit findings

Organize and carry out records retention scheduling

File plan management and storage room inventory

Ensuring annual destructions

Training board staff and other stakeholders

Reviewing and assessing boardwide training needs (including teachers, principals, school office staff, educational assistants, senior leadership, corporate staff such as HR, Business Services, Information Technology and Facilities, trustees, and others)

Planning the delivery of systemwide training in a variety of formats and in coordination and collaboration with other departments and staff identified above

Preparation of training materials (online, in person, etc.) in coordination and collaboration with other departments and staff identified above

Training and/or presenting to senior staff, principals, vice principals, corporate, and other staff across the system as identified above


Minimum Qualifications:

Degree in Information Studies or a related field and/or related experience

A combination of education and related work experience will be considered

5 years in related work

A combination of education and related work experience will be considered

Certified Records Manager (CRM), Certified Privacy Professional (CIPP/C), and/or Certified Information Systems Security Professional (CISSP)

Familiar with and experience working within an environment governed by MFIPPA and/or PHIPA legislation (including a working understanding of the roles and responsibilities of Health Information Custodians)

Understanding of the privacy and access requirements in other jurisdictions including but not limited to Europe (GDPR), other provinces in Canada, and state laws in the United States

Demonstrated ability to work in an environment with high accountability, discretion, and confidentiality

Strong critical thinking skills and the ability to work independently with mínimal direct oversight or supervision

Excellent written and oral communication skills

Demonstrated ability to lead, make difficult decisions, and navigate critical, crucial conversations with all stakeholders including but not limited to senior staff, school administration, legal counsel, media, and parents/guardians

Preferred Qualifications

Certified Health Information Management (CHIM) Certification and/or University of Guelph Information Management, Privacy and Access certificate or similar/equivalent
