Main Purpose & Function

The Planner II - Development Planner and Urban Designer contributes their professional knowledge of architecture, real estate development, and urban design to shaping and implementing the City of Vancouver's development regulations, policies, and guidelines.

As part of a multidisciplinary team, the Development Planner ensures that new developments reflect Vancouver's fundamental city-building priorities, including urban livability, placemaking, equity, and sustainability.


To help Vancouver stay at the forefront of sustainable urban living, Development Planners are expected to remain up-to-date on trends in architectural and urban design, as well as social, cultural, and economic matters affecting development in the city.

Specific Duties & Responsibilities

  • Consultation with internal and external stakeholders (e.g. City of Vancouver Engineering Services, members of the general public, etc.) to ensure optimal overall urban design outcome.
  • Consultation with relevant advisory bodies by way of formal presentations (e.g. Urban Design Panel, Persons with Disabilities Advisory Committee, etc.).
  • Drafting urban design conditions, form of development reports, and other written analyses intended for public access.
  • Presentation of final development proposals and staff recommendations to relevant approving bodies(e.g. Development Permit Board or Director of Planning) for seniorlevel concurrence.
  • Drafting written form of development analysis to inform Reports to Council;
  • Drafting urban design conditions;
  • Works within a multidisciplinary team environment dealing with highly complex and highprofile urban design and development planning matters.
  • Undertakes and/or manages urban design policy development including:
  • Refinement of adopted policy, regulations and guidelines.
  • Support creation of new policies, regulations, and guidelines.
  • Participation in major planning initiatives involving complex projects and often politically sensitive.
  • Undertakes and/or manages process improvements such as:
  • Systems refinement.
  • Communications refinement.
  • Provides professional urban design advice on a range of planning initiatives including major projects, official community plans, area plans, and other related policy projects.

Qualifications:


Education and Experience:

  • Graduate degree in Architecture, Planning or related university degree with experience similar to the duties required, preferably supplemented by supervisory experience.
  • Architectural or alternate design experience with an emphasis on largescale development is preferred.

Knowledge, Skills and Abilities:

  • Considerable knowledge of urban design, real estate development, architecture and landscape architecture design.
  • Considerable knowledge of several of the following as they relate to planning: social sciences, law, economics, and municipal finance.
  • Considerable knowledge of sustainable building design and construction practices.
  • Confidence in communicating urban design concepts, making public presentations and responding to questions.
  • Competence in design software, including AutoCAD, SketchUp, Adobe Creative Suite, etc.
  • Superior professional judgement and critical thinking.
  • Ability to establish cooperative working relationships, undertake negotiations and resolve conflicts with developers, design consultants, City departments and the general public.
  • Ability to analyze complex situations, determine appropriate course of action and make recommendations to senior management.
  • Ability to organize and coordinate multiple projects with tight timelines.


The City's COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time.

However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
