Reporting to the Payroll Manager, the Payroll Supervisor is responsible for leading the payroll process for all employee groups. Responsible for timely and accurate processing of bi-weekly payroll within a large multi-union environment. Provide expertise and customer service to a diverse group of internal and external stakeholders. Handle multiple deadlines and changing priorities. This role supervises all areas of business in relation to payroll, supporting policy guidelines to ensure payroll compliance.

Duties and Responsibilities:


  • Collaborates with the Financial Services and Human Resource departments along with the payroll team to provide support for the functions and responsibilities of the payroll department.
  • Maintain the Board's Ontario Teachers' Pension Plan account, assist staff with reconciliation issues, calculate amounts owing, check remittances and finalize the annual reconciliation.
  • Reconcile payroll liability accounts and post information to payroll systems.
  • Assist staff with pay balancing as required.
  • Prepares and maintains the pay calendars in the HRIS system.
  • Act as a reference for adherence to union contracts, ESA, Pension Act, CRA rules, Board policies, etc.
  • Reviews and analyzes reporting requirements based on defined criteria to ensure that accurate payroll data is being provided for various business needs.
  • Maintain general ledger account database in payroll system.
  • Gathers and prepares the documentation required for salary, benefits and staffing used in the original estimates, revised estimates, and financial statements budget cycles to comply with external audit and Ministry reporting requirements.
  • Liaise with the Human Resources and Financial Services departments to analyze staffing, salary, and benefit budget variances and make necessary adjustments.
  • Prepare year‐end benefit allocations for salary and grant accounts and verify accuracy.
  • Provide backup support for the Payroll Manager to ensure uninterrupted operations of the Payroll Department and an accurate and timely payroll.
  • Other duties as assigned.

Qualifications required include:


  • CPA Certified Payroll Manager designation or acceptable equivalent.
  • Minimum Community College Diploma in a related discipline such as Business Administration, including courses in Accounting.
  • A minimum of five (5) years of progressively responsible experience in providing payroll, budgeting and accounting services for a large, multi unionized employer, or an equivalent combination of education and experience.
  • A minimum of two (2) years of supervisory experience, preferably in a multi unionized environment.
  • In depth knowledge of Tax Regulations, Employment Insurance, Teachers Pension, OMERS pension, integrated HR/Payroll software, labour legislation and employment standards.
  • Experience understanding and administering payroll for unionized groups.
  • Excellent project management and time management skills.
  • Proven supervisory experience with strong leadership, mentoring and team building skills.
  • Strong mathematical, research, analytical, problemsolving, strategic thinking, and planning skills.
  • Proven conflict resolution skills and the ability to develop a culture of high trust, collaboration, and engagement.
  • Advanced computer skills, including MS Office Suite, including spreadsheets, databases, and project management.

Salary range:
$76,356 - $89,284
**. Includes a comprehensive benefit plan. This is a full time, 12-month, 35 hour per week position and is part of the Board's union-exempt Administrative Management Group.
