Project Controls Specialist III (Supply Chain Management):

The Supply Chain Project Controls Specialist develops, maintains, monitoring and reports project cost and delivers project planning and progress measurement from the procurement master schedule.

The SCM Project Controls specialist maintains planned and actual cost and commitment schedules and, in conjunction with the team members and Subcontracts Managers, supervises variations and revisions to existing budgets, estimates, and cashflow.

From time to time the SCM Project Control Specialist will be required to manage projects.

The role is a liaison between Supply Chain and cross-functional representatives from the Program Management Office, Program Finance, and Program Controls.


What you'll do

  • In conjunction with the SCM team, produces project plans and records progress, so progress can be accurately monitored, and yard resource requirements forecasted.
  • Establishes and codes (WBS) detailed procurement package budgets per Subcontract for Equipment and prepares budget reconciliations.
  • Manages the preparation, review, and issue of the Project procurement cost estimate in conjunction with the Project Estimator.
  • Tracks commitments to approved client capital.
  • Conducts periodic reviews with procurement to establish and maintain forecasts for all packages including Estimate at Completion and expenditure forecasts (EVM)
  • Manages and forecasts project contingency requirements, escalation, foreign exchange, currencies, etc.
  • Updates and maintains budget with approved Change Orders
  • Produces and organizes the review of the cost report and variance analysis.
  • Generates data and curves for each cost profile (baselines and periodic updates).
  • Prepares and maintains level 1 and 2 procurement schedules with a critical path and set baseline. Identify and schedule critical Supplier deliveries of data and materials. Monitor the projects required in the warehouse and required yard dates.
  • Using progress reports (early and late curves) and project baseline schedule; maintains, optimizes, and monitors progress. Prepares weekly Reporting and four weeks look ahead schedule.
  • Updates and maintains approved changes to the schedule.
  • Prepare and present project metrics.
  • Assists the Project Management Team in support of project action tracking.
  • Where required, act as a Project Manager.

What you'll bring

  • Degree in Engineering, Business, or Finance.
  • Five or more years of relevant experience in Project Management, business/financial analysis working in a complex multiproject or program environment.
  • Knowledge of budgeting, forecasting final costs, cash flows, and estimating (EVM).
  • Understanding of procurement, subcontracts, planning, scheduling, and engineering processes and procedures.
  • Knowledge of estimating and tendering processes.
  • Knowledge of project management principles.
  • Knowledge in the use of Primavera Project Planner P
  • Ability to gather and synthesize data into relevant metrics for analysis
  • Able to interpret EVM and Risk data and convey results to a broad audience in simple terms
  • Knowledge of Government of Canada standard Project Controls principles, guidelines is an asset.
  • Excellent oral and written communications, including the ability to connect with others with tact and subtlety.
  • Strong attention to detail, problem solving, and analytical skills.
  • Advanced knowledge of Excel and proficient in other MS Office tools (Word/Outlook/PowerPoint)
  • Ability to work well under pressure while being adaptable and openminded to change and improvements.
  • Ability to work within a team environment but also independently.
  • Strong influencing and communication skills.
  • Above average attention to detail.
