Position Summary

Responsible for the management of the Transportation Operations Branch within the Department of Roadways and Transportation, including capital, operational and program planning, stakeholder relationship management, financial management and people leadership.

The mandate includes the operation, maintenance, and construction of transportation infrastructure to provide a safe, reliable, and effective transportation network for residents and visitors of Regina.

The scope of these activities applies to expressway lighting, traffic signals, pavement markings, traffic signs, temporary traffic controls, and the support of roadway safety improvements.

As a member of the Departments management team; leads and/or participates in Roadways and Transportation or City-wide projects and special initiatives.

Duties & Responsibilities
Contributes to the development of the Departmental long-term planning and broader annual plan
Leads the development and implementation of the Transportation Operations Branch annual operational plan in the context of both the City and Department plans
In the context of annual planning, sets objectives, service levels and performance targets
Ensures the development of policies, systems, and procedures across all areas of mandate
Establishes performance metrics, measures progress, evaluates metrics, progress and reports and assigns/reallocates resources based on priorities
Ensures construction and/or installation of traffic control devices, including signs, signalized intersections, pedestrian protection devices, pavement markings and work zones

Ensures operations, maintenance and preventative maintenance of traffic control devices, including signs, signalized intersections, pedestrian protection devices, pavement markings, construction/work zones, expressway lighting and Emergency Vehicle Pre-Emption Systems.

Oversee inventory management of materials, equipment, and resources for transportation infrastructure to support day-to-day operations, emergency events and provide material for capital projects.

In collaboration with the Manager, Transportation Engineering, makes decisions on asset scheduling for rehabilitation or replacement to keep all infrastructure and devices in-service and operational as originally designed.

Accountable for technical decisions regarding the traffic infrastructure, including installation and maintenance in the City

Ensure quality of work within the Branch and from external contractors is meeting the identified standards and ensure that specific infrastructure meets the identified standard when the infrastructure becomes the responsibility of the Branch.

This position is also responsible for ensuring compliance with safety standards within the Branch

Leads the development of the Transportation Operations Branch budget and ensures accurate forecasting and analysis of expenditures.
Aligns financial management practices with city standards and develops branch-specific practices when necessary.
Provides approvals for procurement and manages contractors and rental equipment to meet operational demands.

Engages in Stakeholder Relationship Management by providing advice to senior city leaders, meeting with community representatives to explain decisions, and collaborating with end-users in real-time deployment of traffic control measures.

Supports development of specifications using operational performance metrics, negotiates contracts, and ensures compliance with agreements. Human Resource Leadership

Leads the development of an annual Branch-wide workforce plan with a focus on the identification of the necessary human resources both in terms of capacity and competency
Provides direct leadership, mentoring, training, and coaching of the Branch supervisors, coordinators, and other staff
Conducts all-staff sessions
Conducts performance planning for staff (goal setting, review, and assessment) and ensures that performance process is complete for all Branch resources
Monitors Branch culture and productivity and intervenes when necessary
Provides leadership for Branch-specific employee/labour relations issues; this includes participation in formal grievance and arbitration processes
Ensures Branch adherence to the Citys numerous collective agreements
Coaches and mentors technicians and tradespeople to achieve the required designations and skills required to provide services effectively
