Are you interested in economic development, entrepreneurship, and immigration policy? Come showcase your leadership skills in the growing Business Immigration Unit (BIU).

The BIU is responsible for the development of policy, operationalization, and delivery of the Ontario Immigrant Nominee Program's Entrepreneur Stream, providing business immigration services across Ontario, and operating the Ontario Immigrant Investor Corporation.

You will collaborate with other provincial ministries, federal/municipal governments, and other key stakeholders for program promotional activities, priority setting and evaluation processes.

You will also represent the ministry's interests on multi-ministry and inter-jurisdictional working groups, committees and governance bodies.

What can I expect to do in this role?: In this position, you will:

  • provide leadership, motivation, technical direction and developmental support to unit business immigration staff;
- lead and guide program development and design, in collaboration with Branch/Ministry colleagues and management:

  • develop program goals and priorities, change management initiatives, operational review frameworks, approvals and endorsement protocols, and risk management strategies
  • Identify and analyze critical issues and future directions, to inform strategic advice and expertise, and to facilitate effective business decisionmaking related to operational policy and business immigration processes
- lead the planning, design, analysis, development and implementation of operational policies, programs, initiatives and consultation processes related to the provincial nominee program;
- provide information, advice, and program expertise to senior management, the Minister, Deputy Minister, Assistant Deputy Minister, on a range of issues related to business immigration in Ontario and on the implications/impact of proposed federal/provincial policy;
- lead or participate in the preparation of discussion papers, stakeholder presentations, briefing notes, issues reports and correspondence;
- present issues and briefings to executives and governance bodies to support decision-making;
- maintain close linkages with legal experts regarding operational policy and program matters that may impact legislation;
- work closely with staff to resolve compliance and interpretation issues, to ensure a consistent approach to case processing within the Branch, ensuring that contentious or sensitive issues are brought forward to management

Mandatory:

Leadership Skills:


  • You have leadership Skills to provide direction, support and motivation to team members, technical supervision, and execute and oversee concurrent interjurisdictional projects.

Technical Knowledge:


  • You have knowledge of the theory, principles and methodologies of economics, finance and business administration, investment and marketing and business management operations and requirement.
  • You have knowledge of general accounting principles, financial and accounting theories, methods and practices.

Project Management, Risk Assessment and Program Analysis Knowledge:

  • You have knowledge of project management methodology to address ministry policy and program development needs.
  • You have knowledge of risk assessment and risk management principles to identify and make recommendations to resolve complex immigration/nominee issues.
  • You have knowledge of program analysis and outcomebased approaches to performance measurement, reporting, and evaluation, to develop quality assurance frameworks, risk management strategies, and governance and accountability frameworks.

Research, Analytical and Problem Solving Skills:

  • You have demonstrated analytical skills to conceptualize and develop strategic program design initiatives.
