- Make wise decisions regarding legislative compliance despite ambiguity.
- Act as the subject matter expert (SME) and first point of contact for licensees.
- Develop and maintain the licensing processes for the provincial Meat and Dairy Inspection Program.
- Develop processes to assure adequate approvals are received for other legislative requirements that support the Alberta meat inspection legislation i.e. Alberta Building Code, OHS, Disposal of Dead Animals Regulation, Premise Identification (PID), etc.
- Track and trend licensee reporting requirements to assure compliance.
- Provide direction to two staff who conduct pre-license and re-license assessments and follow-up activities at approximately 800 licensed facilities and ensure that all non-conformances are followed up until they are in compliance.
- Develop a licensing standard of practice.
- Bachelor's Degree in animal science, microbiology, or related.
- Plus four (4) years progressively responsible related experience .
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education
- Project management skills are critical to the success of this position.
- Significant knowledge and experience in employing the policy process and developing corporate and program policy.
- Audit experience including an understanding of, and ability to apply risk management principles.
- An understanding of change management processes and principles.
- Demonstrated experience in program and project management, preferably in a regulatory or inspection environment.
- Strong research, analytical, and problem-solving skills, with the ability to provide well-founded recommendations.
- Knowledge of change management principles and experience implementing process improvements.
- Excellent interpersonal and communication skills to liaise with internal and external stakeholders.
- Familiarity with provincial, national, and international inspection standards and practices is advantageous.
- Proficiency in tracking and analyzing data to monitor program performance and compliance.
- Ability to participate effectively in cross-government committees, projects, or initiatives.
- A commitment to transparency, fairness, and consistent decision-making.

Role Responsibilities
Reporting to the Director of the Meat and Dairy Inspection Section, the Licensing and Compliance Program Specialist works within a fast-paced complex business environment to maintain the licensing program for all license types within the Meat and Dairy Inspection Program.
The Meat and Dairy Inspection Program is a provincial program that assures compliance and public safety for products produced from more than 800 licensed meat and dairy operations in Alberta.
The Licensing and Compliance Program Specialist will develop, implement and maintain programs and processes to ensure that licensees meet all legislative requirements prior to licensing and re-licensing. This position will provide professional advice regarding facility, equipment and program requirements.
A solid understanding of slaughter, meat processing, and dairy processing facility design, equipment and program requirements in Alberta is fundamental to the success of this position. This position provides direction to two Licensing Specialist staff.
We are seeking a dedicated and knowledgeable Licensing and Compliance Program Specialist to join our Meat and Dairy Inspection Section (MDIS) team. As a Licensing and Compliance Program Specialist, you will be responsible for ensuring the maintenance and effectiveness of the Meat and Dairy Inspection Licensing Program. You will work closely with the MDIS management team and Program Specialist to ensure that there are consistent processes, documentation and decisions within the licensing program and across the province.
