The Supervisor, Fleet Asset and Rentals Management is responsible for ensuring the corporation has the optimal quantity and composition of vehicles.

This role will be responsible for building a comprehensive, centralized fleet asset and rentals management program that will be the first of its kind among municipalities across the country.

This will include meeting with Business Area leaders to ensure they have the quantity of vehicles they need available on a day-to-day basis, as they specify in their seasonal bookout rates.


The Supervisor leads the Fleet Asset and Rentals Management team, which is responsible for:

  • Implementing the Fleet Corporate Standard, that will transition the corporation from a decentralized fleet management model to a centralized fleet management model, ensuring that the optimal level of rentals, leased vehicles, and owned vehicles exist for all business areas in the corporation
  • Preparing and facilitating corporatewide strategic recommendations to the Fleet Advisory Committee (comprised of Branch Managers) with fleet asset management analysis, interpretation and areas of opportunities that will support the Committee's decision making
  • Overseeing the City's hired equipment (i.e. rentals) program (in excess of $8M / year), ensuring required leasing/rental contracts are in place and up to date for the variety of vehicles that may need to be leased/rented, Oversight and management of Driving Force contract valued at over $51M and the Street Sweeping Rental contract valued at $5M
  • Analyzing and monitoring seasonal utilization data for all owned, leased, and rented vehicles to ensure all vehicles in the corporation are being used as much as expected, and working with the Fleet Lifecycle Management, Fleet Analytics, and Fleet Maintenance teams to create and implement action plans to receive maximum lifetime value for vehicles that are outside of optimal usage parameters
  • Working closely with business areas to understand their services and come up with fleet solutions that enable them to meet their service commitments to the public; building strong relationships across all Departments to ensure alignment and support an integrated business model
  • Leading development and continuous improvement of fleet asset management processes
  • Supporting the Fleet Acquisition team with project delivery of mobile assets and issue resolution at all phases of the project
  • Supporting the Fleet Lifecycle Management team with total cost of ownership calculations and life cycle analysis for vehicle and equipment assets

The outcomes of a high performing work unit, supported and led by the Supervisor include:

  • unit that operates with the trust and confidence of the Fleet Advisory Committee (Consists of Department's Branch Managers), City Operations Leadership Team (COLT), the Branch and the Section leadership teams
- an ability to definitively demonstrate effective and efficient use of fleet assets across the corporation
- a unit that operates with a high degree of influence, achieved through its degree of organizational effectiveness
- a unit that operates with a high degree of employee engagement


Qualifications:


  • A university degree in business administration, operations management, strategic management, or relevant degree (A graduate level degree in one of these disciplines is preferred)
  • Professional or technical designations such as PMP or CPA or similar would be considered an asset
  • Certification or coursework/training in project management, fleet and facility management, strategic planning; financial management; public administration; change management; or other leadership training would be considered an asset
  • A minimum of seven (7) years progressively responsible experience in a fleet environment
  • A minimum of two (2) years progressively responsible supervisory experience
  • Expert level knowledge of overall fleet operations
  • Experience working within a municipal or other large institutional environment would be considered an asset
  • Demonstrated leadership and team building skills
  • Ability to analyze complex information and make timely decisions using solution based problem solving
  • Strong knowledge of asset life cycle management
  • Proven planning and organizational skills
  • Strong conflict resolution, facilitation and negotiation skills with experience in solving complex, sensitive and unique problems
  • Strong systems thinking abilities to identify and communicate synergies and impacts that cross department lines
  • Strong verbal and written communication skills, including report writing and pres
